About measures for enhancement of system of social protection of the population using interdepartmental electronic interaction

For the purpose of widespread introduction of modern information and communication technologies in system of social protection of the population, simplification and ensuring transparency of procedure for rendering the state social support, and also improvement of quality of the rendered state social services Cabinet of Ministers decides:

1. Agree with the offer of the Ministry of Finance, Ministry of employment and employment relationships and the Ministries of development of information technologies and communications of the Republic of Uzbekistan about implementation of the information system "Unified Register of Social Protection" (further - IS "Unified register") providing:

automation of the procedures connected with rendering the state social services and the help to the population using interdepartmental electronic interaction;

forming of the single database of applicants and receivers of the state social services and help;

accumulation and information processing about all types of the state social services and the help rendered to the needing segments of the population by state bodies and the organizations;

assessment in real time degrees of needs of families and compliance of applicants to the criteria established by the legislation in case of purpose of the government public assistance;

provision of necessary information from IS "Unified register" to the interested organizations for accomplishment of the tasks and functions assigned to them according to the procedure, established by the legislation.

2. Determine that:

a) the owner and the user of IS "Unified register" is the off-budget Pension fund under the Ministry of Finance of the Republic of Uzbekistan.

b) procedures of consideration and purpose of social benefits and financial support (further - social benefits) to needy families by means of IS "Unified register" are performed in the Syr Darya region within pilot project since October 1, 2019.
