For the purpose of enhancement of activities of law-enforcement bodies for ensuring public order and public safety, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. To the Ministry of Internal Affairs of the Kyrgyz Republic:

- carry out to the period from May 1, 2019 to December 31, 2020 based on Management on safety of traffic on Main Department of Internal Affairs of the city of Bishkek of Head department on safety of traffic of the Ministry of Internal Affairs of the Kyrgyz Republic pilot project on creation and functioning of Management of patrol service of militia on Main Department of Internal Affairs of the city of Bishkek of Head department on safety of traffic of the Ministry of Internal Affairs of the Kyrgyz Republic (further - Management of patrol service of militia) by merging of divisions on safety of traffic of the Municipal Department of Internal Affairs of the city of Bishkek and security guard and patrol service of the Municipal Department of Internal Affairs of the city of Bishkek;

- resolve the organizational and technical and other issues connected with realization of pilot project (selection and training of candidates for service according to appropriate programs, passing qualification examinations, the conclusion of the contract on service with the persons which successfully underwent competitive selection and successfully completed training);

- carry out explanatory and information work among the population about carrying out pilot project;
