About amnesty of the penalties applied for number of administrative offenses

1. This Law governs the relations connected with amnesty concerning persons who made administrative offenses till December 31, 2017.
1. To exempt persons who made administrative offenses from obligation of payment of the amount of the penalty provided by the administrative act for making till December 31, 2017 of administrative offense, provided by Articles 123, 123.1 (except for the offenses provided by part 2), 123.3, 123.4, 123.5 (except for the offenses provided by parts 4, 4.1, 4.2, 5, of 7, of 8, 9 and 10), 123.6, 123.7, 124 (except for the offenses provided by parts 31 and 32), 124.1, 124.2, 124.3, 124.4, 124.6, 124. 7, 125, 128, 129.2 (except for the offenses provided by parts 2 and 3), 131, of 132, 135.2 and 140 Codes of Administrative Offences or its unpaid part, except as specified, when this obligation is connected with such illegal behavior of crime execution which contained strong indications of crime, and on this fact criminal proceedings as a result of which there is accusatory court resolution which took legal effect were performed, or criminal proceeding was stopped not based on justification. Application of amnesty stops before the end of criminal proceeding.
2. The enforcement proceedings initiated based on the writs of execution issued by administrative court on cases on collection of the amount on public and legal monetary claims based on the administrative acts adopted on the administrative offenses provided by part of 1 this Article and made till December 31, 2017 and also indisputable administrative acts on these administrative offenses in the procedure established by the law are subject to the termination, exempting the parties of enforcement proceeding from obligation of payment of expenses on carrying out executive actions, the stipulated in Article 67 Laws "About Forced Execution of Court Resolutions".
3. The persons provided by part of 1 this Article and who made administrative offenses till December 31, 2017 irrespective of circumstance of payment by them penalty, from the date of entry into force of this Law to consider not subjected to administrative punishment, except as specified, the stipulated in Article 1 this Law, excluding application of amnesty or stopping its application.
1. This Law becomes effective next day after its official publication.
