"10. In case of allocation under construction of the parcel of land which is in the state-owned and municipal property (except for the parcels of land allocated for construction of apartment houses according to the procedure of notifying production), person who addressed in connection with allocation of the parcel of land in own favor in the cases established by relevant organ of the executive authority and the size pays service fee in connection with provision of the conclusion about building intention compliance which shall be performed on the specified parcel of land, to town-planning documents of the corresponding territory (to the existing detailed plan, and in the absence of such plan or the expiration of its term, compliance of possibility of provision of the construction license to article 11 of the Town-planning and construction code of the Azerbaijan Republic, including to detailed rules in connection with zoning of the territories, type and scale of construction and to the main conditions of maintaining construction on the sites adjacent to settlements). Part of the service fee established by the first offer of this Item, in the amount of, established by relevant organ of the executive authority, is transferred into accounts of relevant organs of the executive authority for the purpose of strengthening of social protection of employees of relevant organs of the executive authority. The procedure for distribution and use of these means is established by relevant organ of the executive authority.".
