The changes made to Orders of the Ministry of Labour and Social Protection of the Russian Federation concerning appointment and pension payment

1. In Rules of the request for insurance pension, fixed payment to insurance pension taking into account increase in fixed payment to insurance pension, funded pension, including employers, and pension on the state provision of pensions, their purposes, establishment, recalculation, adjustment of their size, including to persons which do not have the permanent residence in the territory of the Russian Federation, conducting verifications of the documents necessary for their establishment, transfer from one type of pension into another according to the Federal Laws "About Insurance Pensions", "About Funded Pension" and "About the State Provision of Pensions in the Russian Federation" approved by the order of the Ministry of Labour and Social Protection of the Russian Federation of November 17, 2014 No. 884n (registration No. 35498), with changes is registered by the Ministry of Justice of the Russian Federation on December 31, 2014, brought by the order of the Ministry of Labour and Social Protection of the Russian Federation of June 14, 2016 No. 290n (registration No. 42730) is registered by the Ministry of Justice of the Russian Federation on July 4, 2016:

"Statements and documents submitted by the citizens condemned to imprisonment are subject to transfer of correctional facility by administration to territorial authority of the Pension Fund of the Russian Federation no later than three working days from the date of their submission to administration of correctional facility.

Interaction of territorial authorities of the Pension Fund of the Russian Federation and correctional facilities is performed with use of paper document flow. If technically possible such interaction can be performed in electronic form based on the agreement on electronic document management with use of the automated systems by means of the direction of the electronic document revision certified by the strengthened qualified digital signature.".

a) add Item 9 with paragraphs of the following content:

"The statements and documents necessary for payment and delivery of pension of the pensioners condemned to imprisonment are subject to transfer of correctional facility by administration to territorial authority of the Pension Fund of the Russian Federation no later than three working days from the date of submission of the corresponding statement to administration of correctional facility.

"The administration of the stationary organization of social servicing, correctional facility, educational organization, medical organization, the organization providing social services including for orphan children and children without parental support, reports to territorial authority of the Pension Fund of the Russian Federation about change of payroll of pensioners with indication of the reason (basis) of arrival (disposal) of the pensioner no later than five working days from the date of approach of the corresponding circumstance.

The pension amounts transferred in the relevant organization from the first following after month in which the pensioner was disposed from the specified organization or came the circumstances attracting the pension payment termination, are subject to return to territorial authority of the Pension Fund of the Russian Federation.".
