Article 16 to add 1) with part 7 of the following content:
"7. The conclusion of the agreement of water use, including by results of auction, is allowed with physical persons and legal entities in case of lack of information about them in the register of unfair water users and participants of auction on right to contract of water use.";
Part 1 of article 19 after the words "except for" to add 2) with words "cases if the agreement of water use was signed by results of auction, or transfer cases";
3) Article 23 to add with part 2.1 following of content:
"2.1. Provision of water object or its part, being in federal property, property of the subject of the Russian Federation or property of the municipality, in use to physical persons or legal entities is possible in case of lack of information about them in the register of unfair water users and participants of auction on right to contract of water use.";
