About civil protection

This Law establishes the legal basis of functioning of the state system of civil protection, determines its main objectives, the principles of creation and the organization of functioning and is designed to promote harmonization of the relevant legislation of the State Parties of the Commonwealth of Independent States.

Chapter 1. General provisions

Article 1. Sphere of regulation of this Law

This Law governs the public relations arising in the course of holding actions for preparation for protection and on protection of the population, the environment, material and historical and cultural values against emergency situations of natural and technogenic nature, including against the dangers arising when conducting military operations and (or) owing to these actions.

Article 2. The basic concepts used in this Law

In this Law the following basic concepts are used:

wrecking - urgent works on search and rescuing of people, material and historical and cultural values, decrease in the extent of the harm done to the environment in zone of emergency situation, including when conducting military operations and (or) owing to military operations, and also work on localization of emergency situation and liquidation or reduction of level of impact of the dangerous factors characteristic of it which are carried out in conditions, life-threatening and to human health;

other urgent works - activities for comprehensive providing wrecking, creation of the conditions necessary for preserving life and human health;
