This Law determines bases of state policy in the field of scientific and technical information in the State Parties of the CIS, procedure for its forming and realization for the purpose of acceleration of scientific and technical progress, ensuring innovative, social and economic and social and political development of the state.

For the purposes of this Law the terms provided below have the following determinations:

state policy in the field of scientific and technical information - component of social and economic policy which expresses the relation of the state to scientific information activities determines the purposes, tasks, the directions, forms of activities of public authorities in the field of scientific and technical information for realization of achievements of science and technology;
the state resources of scientific and technical information - the national, industry and regional information funds, bases and databanks created by bodies of scientific and technical information;
