2. Determine that:

development and approval of state programs of the Russian Federation to which Rules of development extend, realization and the efficiency evaluations of separate state programs of the Russian Federation approved by the order of the Government of the Russian Federation of October 12, 2017 No. 1242 "About development, realization and about efficiency evaluation of separate state programs of the Russian Federation" (further respectively - Rules, pilot state programs), in the form of the electronic documents signed by the strengthened qualified digital signature of the officials authorized in accordance with the established procedure is performed in process of commissioning of components and modules of analytical information system of ensuring openness of the activities of federal executive bodies placed on the Internet (www.programs.gov.ru) (further - the portal of state programs);

placement of pilot state programs before commissioning of the corresponding components and modules of the portal of state programs is performed on the portal of state programs according to the forms published on the portal of state programs;

development of pilot state programs till June 1, 2019 is performed without carrying out ranging of federal projects, departmental projects and departmental target programs, stipulated in Item 29 Rules, and also without assessment of security of the purposes of pilot state programs with federal projects, departmental projects and departmental target programs, stipulated in Item 12 Rules.
