Widely the cluster model of production organization of agricultural products therefore in recent years the amount of acreage, allocated for cotton and textile clusters, made 52 percent of grounds under crops takes root.

At the same time lack of effective market mechanisms when implementing the state support of agricultural industry does not promote increase in competitiveness of industry.

For the purpose of forming of complete system of public administration by agricultural industry, implementations of market mechanisms of implementation of public procurements of agricultural products, and also according to the Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:
