About introduction of amendments to article 12 of the Federal law "About National Payment System"

"8. The operator of electronic money has the right to attract the organizations specified in part 7 of this Article, only provided that such organizations are and perform all functions in the territory of the Russian Federation. Provisions of this part do not extend to cases of implementation of cross-border transfer of money.
9. The operator of electronic money, and also the organizations involved as him and specified in part 7 of this Article has no right to report information on the transfer of electronic money made in the territory of the Russian Federation to the territory of foreign state or to provide access to such information from the territory of foreign state. Provisions of this part do not extend to cases of implementation of cross-border transfer of money, and also to cases if transfer of the specified information is required for consideration of the applications of clients of the operator of the electronic money concerning use of electronic instruments of payment without the consent of clients.
10. The organizations attracted by the operator of electronic money according to part 7 of this Article and rendering him operational services and (or) services of payment clearing when implementing transfer of electronic money, having no right to stop unilaterally (to stop) rendering the corresponding services.".
This Federal Law becomes effective after one year after day of its official publication.
