1) paragraph one of part 1 of Article 3.5 after words "part 1 of Article 7.23." To add 3, with words "part 4 of Article 7. 29,";

2) in Article 7.29:

a) in paragraph one of part of 1 word "parts 2 and 2.1" shall be replaced with words "parts 2, 2.1 and 4";

b) add with part 4 following of content:

"4. Decision making about placement of the state defense order at the single supplier (the contractor, the contractor) if determination of the supplier (the contractor, the contractor) in accordance with the legislation of the Russian Federation about contractual system in the field of purchases shall be performed by carrying out tender or auction, -

3) in Article 7.32:

attracts imposing of administrative penalty on officials in the amount of fifty thousand rubles; on legal entities - five hundred thousand rubles.";

c) the paragraph one of part 5 to state in the following edition:

"5. The actions provided by parts 4 and 4.1 of this Article if such actions entailed additional expenditure of means of the relevant budgets of budget system of the Russian Federation or reduction of quantity of the delivered goods, amount of the performed works, the rendered services for ensuring the state and municipal needs, -";

"Parts 1 - 2.1 Articles 7.29" shall be replaced with words 4) regarding 1 Article 23.66 of the word "parts 1 - 2.1, 4 of Article 7.29".

Article 2

Suspend till October 1, 2020 parts 2 - the 4 and 6 article 14.5 of the Russian Federation Code of Administrative Offences (The Russian Federation Code, 2002, No. 1, Art. 1; 2007, No. 26, Art. 3089; 2009, No. 23, Art. 2776; No. 29, Art. 3599; 2010, No. 31, Art. 4208; 2016, No. 27, the Art. 4223) concerning use of the control and cash equipment when implementing calculations by drivers or conductors in inside of the vehicle in case of implementation of travel documents (tickets) and coupons for journey in public transport, and also calculations for services in the field of housing and communal services (including services of the resource supplying organizations).
