About change of the Presidential decree of the Republic of Belarus
For the purpose of further development of satellite towns of Minsk I decide:
1. Bring in the Presidential decree of the Republic of Belarus of May 7, 2014 No. 214 "About development of satellite towns" the following changes:
to state paragraph two of part two of subitem 1.3 of Item 1 in the following edition:
"for satellite towns of Minsk the Minsk regional executive committee together with the Minsk Gorispolkom;";
to state subitem 3.5 of Item 3 in the following edition:
"3.5. sources and procedure for financing of construction of housing, objects of social, engineering, transport infrastructure and improvement of the territories in satellite towns are determined by the Minsk Gorispolkom, regional executive committees (regarding use of means of the relevant budgets).
The Minsk Gorispolkom annually performs transfer of interbudget transfer in the republican budget over the amount which is annually approved by the law on the republican budget for the direction in the consolidated budget of the Minsk region on the purpose of construction of housing, objects of social, engineering, transport infrastructure and improvement of the territories in satellite towns of Minsk.
The size of the specified interbudget transfer affirms the Minsk city council of deputies in coordination with the Minsk regional executive committee.
Distribution of budget funds of Minsk on use purposes provided in part two of this subitem annually is established by the Minsk Gorispolkom in coordination with the Minsk regional executive committee taking into account development plans for satellite towns of Minsk and forecast amounts of construction of housing, objects of social, engineering, transport infrastructure and improvement of the territories in the Minsk region.
The Ministry of Finance has the right in the course of execution of the republican budget to bring in the income and expenses of the republican budget of change connected with transfer of interbudget transfer according to part two of this subitem.
