1. Determine that in 2019:

a) projects of investing programs of the subjects of power industry specified in the subitem "b" of Item of 1 criteria of reference of subjects of power industry to number of subjects which investing programs (including determination of sources of their financing) affirm authorized federal executive body, or authorized federal executive body together with State Atomic Energy Corporation "Rosatom", or executive bodies of the subjects of the Russian Federation approved by the order of the Government of the Russian Federation of December 1, 2009 No. 977 "About investing programs of subjects of power industry" (further - subjects of power industry), and (or) projects of the changes made to investing programs of subjects of power industry (further - investing programs) are subject to the further public discussions which are carried out according to the procedure, provided for carrying out public discussions, determined by the Rules of approval of investing programs of subjects of power industry approved by the order of the Government of the Russian Federation of December 1, 2009 No. 977 "About investing programs of subjects of power industry" (further - Rules), taking into account the features specified in the subitem "b" of this Item after elimination by subjects of power industry of notes who contain in refusal of the Ministry of Energy of the Russian Federation in consideration of the application about the approval of investing program directed in the cases provided by paragraphs the third and (or) fourth the subitem "g" of Item 14 of Rules if the specified subjects of power industry carried out in 2019 public discussion of the project of investing program which period of realization does not conform to requirements to the period, stipulated in Item 3 Rules;

b) when carrying out the further public discussions provided by the subitem "an" of this Item, subjects of power industry:
