The government of the Republic of Kazakhstan DECIDES:

1. Bring in the order of the Government of the Republic of Kazakhstan of December 7, 2018 No. 808 "About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2019 - 2021" the following changes and amendments:

"1. Accept to execution the republican budget for 2019 - 2021, including for 2019 in the following amounts:

1) the income - 10 452 544 581 thousand tenges, including on:

to tax revenues - 6 859 679 761 thousand tenges;

to non-tax receipts - 119 822 186 thousand tenges;

to sales proceeds of fixed capital - 6 884 960 thousand tenges;

to receipts of transfers - 3 466 157 674 thousand tenges;

2) costs - 11 441 352 695 thousand tenges;

3) net budget crediting - 219 375 848 thousand tenges, including:

budget credits - 335 403 588 thousand tenges;

repayment of budget credits - 116 027 740 thousand tenges;

4) balance on transactions with financial assets - 156 451 524 thousand tenges, including:

acquisition of financial assets - 156 451 524 thousand tenges;

5) budget deficit--1 364 635 486 thousand tenges, or percent 2,1 to country gross domestic product;

6) not oil budget deficit--5 445 623 486 thousand tenges, or percent 8,5 to country gross domestic product;

7) budget deficit financing - 1 364 635 486 thousand tenges.";

"3. To the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan in the procedure established by the legislation to bring in the Government of the Republic of Kazakhstan:

till February 1, 2019 drafts of decisions on procedure for use of target current transfers regional budgets, budgets of the cities of republican value, the capital for 2019 specified in subitems 17) and 18) of Item 2 of this resolution;

till July 15, 2019 the draft decision about procedure for use of the funds allocated for decrease in debt load of citizens of the Republic of Kazakhstan on unsecured consumer loans in banks of the second level and the microfinancial organizations, payment of the commission for rendering payment services, and also write-offs of penalties and penalty fee to citizens of the Republic of Kazakhstan.";
