Article 1

Bring in the Federal Law of June 27, 2011 No. 161-FZ "About national payment system" (The Russian Federation Code, 2011, No. 27, Art. 3872; 2013, No. 27, Art. 3477; No. 30, Art. 4084; No. 52, Art. 6968; 2014, No. 19, Art. 2315, 2317; No. 43, Art. 5803; 2015, No. 1, Art. 8, 14; 2016, No. 27, Art. 4221, 4223; 2017, No. 15, Art. 2134; No. 18, Art. 2665; No. 30, Art. 4456; 2018, No. 27, Art. 3950, 3952; No. 49, Art. 7524; 2019, No. 12, Art. 1223; No. 27, Art. 3531, 3538) following changes:

1) in Article 3:

a) to add Item 1 after words of "operators of services of payment infrastructure" with words ", operators of services of information exchange, foreign payment service providers, operators of foreign payment systems";

b) in Item 27 of the word "to rules" shall be replaced with words "to the rules determined by the operator of foreign payment system foreign", after the words "by rules" to add with the word "foreign";

c) add with Item 27.1 of the following content:

"27. 1) rules of foreign payment system - the document (documents) containing (containing) conditions of implementation of cross-border transfers of money and other conditions determined by the operator of foreign payment system;";

d) add with Items 32 and 33 of the following content:

"32) the foreign payment service provider - the foreign organization having the right according to the legislation of foreign state in the territory of which it is registered based on the license or other permission to render services in money transfer in bank accounts and (or) without opening of bank accounts and (or) to perform transactions with use of electronic instruments of payment;
