Article 1

Bring in article 19 of the Federal Law of December 10, 2003 No. 173-FZ "About currency control and currency exchange control" (The Russian Federation Code, 2003, No. 50, Art. 4859; 2005, No. 30, Art. 3101; 2007, No. 1, Art. 30; 2011, No. 30, Art. 4584; No. 50, Art. 7348, 7351; 2014, No. 45, Art. 6154; 2015, No. 27, Art. 3972; 2017, No. 47, Art. 6851; 2018, No. 15, Art. 2035; No. 31, Art. 4835, 4837; No. 49, Art. 7524) following changes:

1) paragraph one of part 4.2 after the words "performing functions on development of state policy and normative legal regulation in the field of currency activities" to add with the words "and Central bank of the Russian Federation";

To add 2) with part 4.3 following of content:

"4.3. The resident is recognized fulfilled duty, stipulated in Item 2 parts of 1 this Article if he provided on the bank accounts opened in authorized banks, money from authorized bank as payment for the bank guarantee issued to the nonresident for benefit of resident according to the Federal Law of April 5, 2013 No. 44-FZ "About contractual system in the field of purchases of goods, works, services for ensuring the state and municipal needs" or the Federal Law of July 18, 2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" in the amount and terms which are provided by the agreement in foreign trade (contract).".

This Federal Law becomes effective from the date of its official publication.
