About religious liberty and religious associations
This Law recognizes that the Republic of Kazakhstan is the democratic, secular state respecting the right of each person to freedom of beliefs guarantees equality of citizens irrespective of their religion, recognizes cultural and historical value of the religions which are combined with spiritual heritage of the people of Kazakhstan and importance of interfaith consent, religious tolerance and respect of religious beliefs of citizens.
This Law guarantees realization of the rights of citizens to religious liberty fixed by the Constitution of the Republic of Kazakhstan and also in the international acts and agreements on human rights. Implementation of freedom to practise religion or extend beliefs can be limited to the legislation only for the purpose of protection of public order and safety, life, health, morality or the rights and freedoms of other citizens.
In this Law the following basic concepts are used:
1) the cult building (construction) - the object intended for church services, church and religious meetings, religious honoring (pilgrimage);
2) missionary activities - preaching and distribution by means of religious and educational activities of religion which does not contain in statutory provisions of the religious consolidation performing the activities in the territory of the Republic of Kazakhstan;
3) authorized body on bonds with religious associations (further - authorized body) - the state body on bonds with religious associations determined by the Government of the Republic of Kazakhstan.
