About creation of organization

For the purpose of enhancement of activities for control in the field of civil aviation I decide:

1. To the Ministry of Transport and Communications till December 1, 2019 to create public institution "Aviation inspection" (further - Aviation inspection).

2. Determine that:

2.1. Aviation inspection is inspection body in the field of civil aviation and performs within obligations assumed according to international treaties of the Republic of Belarus, control of safety of flights of aircrafts and aviation safety in the field of civil aviation;

2.2. The aviation inspectorate is under supervision of Department on aircraft of the Ministry of Transport and Communications (further - Department on aircraft);

2.3. Aviation inspection is headed by the chief appointed to position and dismissed by the director of the department of aircraft in coordination with the Minister of Transport and Communications;

2.4. the chief of Aviation inspection directly submits to the director of the department of aircraft;

2.5. financing of expenses on creation and content of Aviation inspection is performed on the basis and within the estimate of the Aviation inspection approved by Department on aircraft:

from means of the republican budget - on salary payment to the employees of Aviation inspectorate who are not performing inspection functions in the field of civil aviation, assignment on their social insurance;

from means of republican fund of civil aviation, other sources which are not prohibited by the legislation - on salary payment to the employees of Aviation inspectorate performing inspection functions in the field of civil aviation, assignment on their social insurance, acquisition of objects of supply and consumable materials, business trip, transport services, communication services, utilities, other expenses;

2.6. Ministry of Transport and Communications:

approves the charter of Aviation inspectorate, the changes and (or) amendments made to it;

determines structure and number of employees of Aviation inspectorate;
