About introduction of amendments to some acts of the Government of the Russian Federation

2. Determine that documents of the organizations with which agreements on provision of subsidy according to Rules of provision of subsidies from the federal budget to the Russian organizations, including the organizations of automotive industry, agricultural mechanical engineering, transport mechanical engineering and energy mechanical engineering, on compensation of part of transport costs of products, approved by the order of the Government of the Russian Federation of April 26, 2017 No. 496 "About provision of subsidies from the federal budget to the Russian organizations, including the organizations of automotive industry, agricultural mechanical engineering, transport mechanical engineering and energy mechanical engineering, on compensation of part of transport costs of products", arrived in Russian Export Center joint-stock company before entry into force of this resolution are not signed are subject to return to the specified organizations.

Changes which are made to acts of the Government of the Russian Federation

1. Regulations on implementation of functions of the agent of the Government of the Russian Federation by Russian Export Center joint-stock company on the issue of provision of subsidies from the federal budget to the Russian organizations of the industry of civil appointment for the purpose of cost reduction to transportation of products

1. This Provision determines procedure Russian Export Center joint-stock company (further - the Center) functions of the agent of the Government of the Russian Federation on the issue of provision of subsidies from the federal budget to the Russian organizations of the industry of civil appointment (further - the organization) for the purpose of cost reduction on transportation of products according to the Rules of provision of subsidies from the federal budget to the Russian organizations of the industry of civil appointment for the purpose of cost reduction to transportation of products approved by the order of the Government of the Russian Federation of April 26, 2017 No. 496 "About the state support of the Russian organizations of the industry of civil appointment for the purpose of cost reduction to transportation of products" (further respectively - Rules, subsidy).

2. The center performs functions of the agent of the Government of the Russian Federation on the issue of provision of subsidies based on the prisoner between the Ministry of Industry and Trade of the Russian Federation and the Center of the agency agreement about provision of subsidies (further - the agency agreement).

3. In the agency agreement are specified including:

a) rights and obligations of the Center:

on signing in accordance with the established procedure in the state integrated management information system public finance "The electronic budget" of agreements on provision of subsidy;

on maintaining by the Center the register of receivers of subsidy and the waiting list;

on ensuring with the Center protection and nondisclosure of the data which are the commercial, protected by the law other secret, other data, access to which is limited by the Federal Laws;

b) rights and obligations of the Ministry of Industry and Trade of the Russian Federation;

c) order of interaction of the Center with the Ministry of Industry and Trade of the Russian Federation when implementing by the specified Ministry of control of observance by the organization of the purposes, conditions and procedure for provision of subsidy;

d) order of interaction of the Center with the Ministry of Industry and Trade of the Russian Federation in case of factual determination of violation by the organization of the purposes, conditions and procedure for provision of subsidy;

e) procedure, conditions and terms of submission by the Center of the reporting on accomplishment of conditions of the agency agreement;

e) procedure for carrying out by the Ministry of Industry and Trade of the Russian Federation of checks of observance by the Center of conditions of the agency agreement;

g) requirements to routes of transportation in connection with which implementation the organization incurred costs;

h) limiting measure values of effectiveness of use of subsidy;

i) condition about conclusion prohibition the Center of subagency agreements;

j) forms of the conclusions and the reporting represented by the Center;

k) requirements to forms of registers of receivers of subsidy and waiting list;

l) condition about exchange of documents and information with use of the state information system of the industry created according to the order of the Government of the Russian Federation of July 25, 2015 No. 757 "About procedure for creation, operation and enhancement of the state information system of the industry" (if technically possible);

m) the list of costs of the organization on which compensation the subsidy is provided;

o) the notification procedure of the Center about lack (exhaustion) of limits of the budget obligations brought in accordance with the established procedure to the Ministry of Industry and Trade of the Russian Federation as the receiver of means of the federal budget, on the purposes specified in Item 1 of Rules;

o) responsibility of the Center for improper execution of the agency agreement, including condition about application to the Center as measure of responsibility of penalty for the violation of functions of the agent of the Government of the Russian Federation on the issue of provision of subsidies revealed following the results of inspections of the organizations which are carried out by the Ministry of Industry and Trade of the Russian Federation and (or) authorized bodies of the state financial control according to Item 37 of Rules. The specified penalty is paid in the amount of 1 percent of the amount of means of the subsidy which is subject to return by the organization to the income of the federal budget on condition of accomplishment of functions of the agent of the Government of the Russian Federation by the Center on the issue of provision of subsidies on paid basis according to acts of the Government of the Russian Federation;

p) obligation of the Center to provide document storage, represented by the organizations, according to Rules, and also verified copies of the conclusions and the reporting represented by the Center to the Ministry of Industry and Trade of the Russian Federation according to the procedure of and during terms which are established by the legislation of the Russian Federation.";

e) Rules of provision of subsidies from the federal budget to the Russian organizations, including the organizations of automotive industry, agricultural mechanical engineering, transport mechanical engineering and energy mechanical engineering, on compensation of part of transport costs of products, approved by the specified resolution to state in the following edition:

Rules of provision of subsidies from the federal budget to the Russian organizations of the industry of civil appointment for the purpose of cost reduction to transportation of products

1. These rules establish the purposes, conditions and procedure for provision of subsidies from the federal budget to the Russian organizations of the industry of civil appointment (further - the organizations) for the purpose of cost reduction on transportation of products (further - subsidy).

2. The concepts used in these rules mean the following:
