About approval of Rules about regulation of relations of sellers of electrical and heat energy, natural gas and water with the Ministry of Finance of the Azerbaijan Republic and general managers of means of the government budget
For the purpose of ensuring execution of the twenty first paragraph of Item 5 of the Presidential decree of the Azerbaijan Republic "About application of the Law of the Azerbaijan Republic "About the government budget of the Azerbaijan Republic for 2002" of December 26, 2001 the No. 612 Cabinet of Ministers of the Azerbaijan Republic decides:
1. Approve "Rules about regulation of relations of sellers of electrical and heat energy, natural gas and water with the Ministry of Finance of the Azerbaijan Republic and" (are applied) by general managers of means of the government budget.
2. Charge to the Ministry of Finance of the Azerbaijan Republic in case of creation of the government budget for each next year to establish the amount of budget assignments on payment of cost of electrical and heat energy, the natural gas, water consumed by the organizations financed from the budget according to the limit provided on consumption amount.
3. Offset of debts of the organizations financed from the budget before the organizations of public service and these organizations before the government budget, and also debts on other types of activity is not allowed.
4. Determine that the corresponding officials of general managers of means of the government budget bear responsibility for timely introduction of payment for consumption of the electrical and heat energy financed in accordance with the established procedure, natural gas and water and for assumption of use of utilities (electrical and heat energy, natural gas, water) over the set limit (except for extrabudgetary funds).
5. To the Ministry of Finance of the Azerbaijan Republic to perform systematic financing of office expenses of state-financed organizations and organizations depending on condition of the budget receipts.
