About the urgent measures connected with development of the Azeri-Chirag-Gyuneshli and Shakhdeniz fields which are in the Azerbaijani sector of the Caspian Sea, implementation of projects of the main export Baku-Tbilisi-Ceyhan pipeline and pipeline on natural gas export from the Shakhdeniz field
Having signed in 1994 "The contract of century", the Azerbaijan Republic pushed new oil strategy and the doctrine and together with many known oil companies of the world started joint investigation, development and operation of oil and gas fields in the Azerbaijani sector of the Caspian Sea.
The first international agreement reflecting economic sovereignty of independent Azerbaijan laid the foundation of dynamic development of our economy and practical results of it it is available.
The work which is carried out under oil and gas contracts already enters qualitatively new, decisive stage. In particular, it concerns the questions connected with full-scale development of the Caspian Sea which is in the Azerbaijani sector of the Azeri-Chirag-Gyuneshli field, and also mining Shakhdeniz, construction projects and commissionings of the main export Baku-Tbilisi-Ceyhan pipeline and the pipeline on natural gas export from the Shakhdeniz field.
Development at present stage of oil and gas fields and implementation in coordinate form of the projects on transportation got oil and gas through pipelines on the world markets require implementation of urgent organizational and other measures. Maintaining project works in such form does necessary more purposeful activities of the state bodies functioning in the respective areas for rendering within the powers of full assistance to the carried-out works and creation for them favorable conditions.
Considering the above, I decide:

Create the commission on full-scale mining of Azeri-Chirag-Gyuneshli, and also on mining Shakhdeniz, implementation of the projects connected with construction and commissioning of the Main export Baku-Tbilisi-Ceyhan pipeline and pipeline on natural gas export from the Shakhdeniz field in the following structure:
