Provisions of this Article do not extend to the organizations and individual entrepreneurs who are excluded from the register of the organizations of rest of children and their improvement provided that such organizations and individual entrepreneurs complete execution of the assumed liabilities on ensuring rest and improvement of children and at the same time there is no threat of damnification of life and to health of children.

2. Bears the administrative responsibility for the administrative offense provided by this Article, person performing business activity without formation of legal entity as the legal entity.";
