2. The All-Russian population census is conducted with observance of rights of man and citizen on personal privacy and dwellings.
3. The data received during the All-Russian population census cannot be used for the purpose of causing property and moral harm to man and citizen, difficulty of realization of its rights and freedoms.
4. Participation in the All-Russian population census is public duty of man and citizen.
The legal basis of the All-Russian population census are the Constitution of the Russian Federation, this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation.
