1. Make till December 31, 2020 experiment on enhancement of use of technology of the digital signature with use of the specialized protected automated system intended for centralized creation and storage of keys of the strengthened qualified digital signature, and also their remote application by the owners of qualified certificates of key of verification of the digital signature acting as applicants in case of state registration of legal entities and individual entrepreneurs with use of information and telecommunication networks public including the Internet or as legal entities or individual entrepreneurs when opening of the bank account by it (further respectively - the automated system, experiment).

2. When carrying out experiment to be guided by the documents on information security of the automated system developed and approved within implementation of the order of the Government of the Russian Federation of October 29, 2016 No. 1104 "About carrying out in 2016 - 2018 experiment for the purpose of providing the direction of electronic documents for state registration of legal entities and individual entrepreneurs and opening of accounts by it in credit institutions with use of the specialized protected automated system intended for centralized creation and storage of keys of the strengthened qualified digital signature, and also their remote application by owners of qualified certificates of key of verification of the digital signature".

3. Participants of experiment are:

Ministry of digital development, communication and mass communications of the Russian Federation, Ministry of Economic Development of the Russian Federation, Federal Tax Service, Federal Security Service of the Russian Federation and Federal Service for Financial Monitoring;

Central Bank of the Russian Federation, Sberbank of Russia public joint stock company and VTB Bank (public joint stock company) - on voluntary basis;

citizens, legal entities and individual entrepreneurs - on voluntary basis.
