Article 1. To add 1) with Article 194-1 of the following content:

"Article 194-1. Failure to carry out of legal requirements of the serviceman (employee) of National guard of the Republic of Uzbekistan

Failure to carry out of legal requirements of the serviceman (employee) of National guard of the Republic of Uzbekistan about the termination of offenses, production of documents for check, about following or appearance in bodies of National guard of the Republic of Uzbekistan (law enforcement agencies) in the specified time without valid excuse, about vehicle stop, assistance to victims or other disobedience to legal requirements of the serviceman (employee) of National guard of the Republic of Uzbekistan,

attracts imposing of penalty from one second to two minimum sizes salary.

The same offense made repeatedly within year after application of administrative punishment

attracts imposing of penalty from two to three minimum sizes of the salary or administrative detention up to fifteen days";

To add 2) with Article 195-1 of the following content:

"Article 195-1. Counteraction to accomplishment of office debt by the military personnel (employees) of National guard of the Republic of Uzbekistan

Public calls in any form for failure to carry out of legal requirements of the serviceman (employee) of National guard of the Republic of Uzbekistan in connection with accomplishment of service duties by it, and distribution of obviously false fabrications for the purpose of provocation of mass disobedience is equal to the military personnel (employees) of National guard of the Republic of Uzbekistan

attract imposing of penalty from three to five minimum sizes of the salary or administrative detention up to fifteen days";

3) in Article 196:

to add the name after the word of "representations" with words "National guard of the Republic of Uzbekistan and";

to add disposition after the word of "representations" with words "National guard of the Republic of Uzbekistan and";

Shall be replaced with words 4) in disposition of part one of Article 220 of the word of "law-enforcement bodies" "bodies of National guard of the Republic of Uzbekistan";

"Law-enforcement bodies" shall be replaced with words 5) in disposition of Article 221 of the word "bodies of National guard of the Republic of Uzbekistan";

"Law-enforcement bodies" shall be replaced with words 6) in disposition of Article 222 of the word "bodies of National guard of the Republic of Uzbekistan";

7) in part one of Article of the 245th figure "194, 195" to replace with figures "194, 194-1, 195, 195-1";

To state part one of Article 248-1 in the following edition:

"Officials of bodies of National guard of the Republic of Uzbekistan in case of establishment of the administrative offenses provided by Articles 61, 185-1 (except for the offenses connected with violation of the customs legislation), 194-1, 195-1, 196 (regarding the National guard of the Republic of Uzbekistan concerning bodies) and 210-1 of this Code, constitute the protocol on administrative offense";

Part the fourth Article 284 to state 9) in the following edition:

"When making the offenses connected with infringement of the protected objects, other property of legal entities, the offender can be brought by employees of National guard of the Republic of Uzbekistan or workers of the militarized protection to body of National guard of the Republic of Uzbekistan, the office of the militarized protection or law-enforcement bodies for suppression of offense, identification of the offender and creation of the protocol on offense";

Article 287 to add 10) with Item 9 of the following content:

"9) officials of bodies of National guard of the Republic of Uzbekistan - when making the offenses provided by Articles 61, 185-1, 194-1, 195-1 198, part one of Article 210-1 of this Code";

11) in Article 289:

to add part one after words of "customs authorities" with words of "bodies of National guard of the Republic of Uzbekistan";

third after words of "customs authorities" to add part with words of "bodies of National guard of the Republic of Uzbekistan".

Article 2. In paragraph four of part four of article 4 of the Law of the Republic of Uzbekistan of December 26, 1996 No. 337-I "About political parties" (Sheets of Oliy Majlis of the Republic of Uzbekistan, 1997, No. 2, Art. 36; 1999, No. 9, Art. 229; 2004, Art. No. 1-2, 18, No. 5, Art. 90; 2005, No. 1, Art. 18; Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2007, No. 4, Art. 163; 2008, No. 12, Art. of the Art. 637, 640; 2014, No. 1, Art. 2; 2018, No. 4, Art. 224; 2019, 2, the Art. 47) words of "law-enforcement bodies" shall be replaced with words No. "law-enforcement bodies, National guard of the Republic of Uzbekistan".

Article 3. Item 4 of part one of Article 158 to state 1) in the following edition:

"4) divisions of protection of National guard of the Republic of Uzbekistan";

Item 29 of Article 208 to state 2) in the following edition:

"29) services of divisions of protection of National guard of the Republic of Uzbekistan".

Article 4. Bring in the Law of the Republic of Uzbekistan of May 14, 2014 No. ZRU-371 "About prevention of offenses" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2014, No. 5, Art. 129; 2015, No. 8, Art. 310; 2016, No. 12, Art. 383; 2017, No. 9, Art. 510; 2018, No. 1, Art. 1; 2019, No. 1, Art. 5, No. 2, Art. 47, No. 5, Art. 267, No. 9, Art. 591) following amendments and change:

1) in Article 9 part one:

add with the paragraph the sixth the following content:

"bodies of National guard of the Republic of Uzbekistan";

paragraphs of the sixth - to consider the twelfth respectively paragraphs the seventh - the thirteenth;

To add 2) with Article 122 following of content:

"Article 122. Powers of bodies of National guard of the Republic of Uzbekistan in the field of prevention of offenses

Bodies of National guard of the Republic of Uzbekistan:

participate in development and implementation of the state and other programs on prevention of offenses;

develop, claim and realize programs for prevention of offenses;

perform prevention of offenses, including reveal, remove the causes of making of these offenses and condition, it promoting;

provide control of observance of procedure for acquisition and registration (re-registration) of civil and office weapon and ammunition to it citizens and legal entities;

interact with other bodies and organizations which are directly performing and participating in prevention of offenses.

Bodies of National guard of the Republic of Uzbekistan can perform also other powers according to the legislation".

Article 5. Bring in the Law of the Republic of Uzbekistan of September 16, 2016 No. ZRU-407 "About law-enforcement bodies" (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2016, No. 9, Art. 272; 2017, No. 6, Art. 300, No. 9, Art. 510; 2019, No. 2, Art. 47, No. 5, Art. 267, No. 9, Art. 591) following changes:

Parts one of Article 4 of the word "civil and office weapon and ammunition to it" to exclude 1) from the paragraph of the eleventh;

2) in Article 16 part one:

to exclude from the paragraph of the twenty seventh word "owning firearms";

to exclude from the paragraph of the forty third word of "diplomatic, consular and other representations of foreign states, representative offices of the international organizations";

3) in Article 17 part one:

the thirty ninth to exclude the paragraph;

paragraphs of the fortieth - to consider the forty fourth respectively paragraphs the thirty ninth - forty third;

to exclude from the paragraph of the thirty ninth word "inspect divisions of protection".

Article 6. Paragraph two of Item 17 of the Defense doctrine of the Republic of Uzbekistan approved by the Law of the Republic of Uzbekistan of January 9, 2018 No. ZRU-458 (Sheets of chambers of Oliy Majlis of the Republic of Uzbekistan, 2018, No. 1, Art. 3; 2019, 2, 47) to state No. to the Art. in the following edition:

"Relevant organs of management, army, military forming and organizations of the Ministries of Defence, internal affairs, on emergency situations, National guard, Service of state security, other ministries, the state committees and departments of the Republic of Uzbekistan are part of Armed Forces".

Article 7. To the Cabinet of Ministers of the Republic of Uzbekistan:

bring decisions of the government into accord with this Law;

provide review and cancellation by state bodies of their regulatory legal acts contradicting this Law;

provide execution, bringing to contractors and explanation among the population of essence and value of this Law.

Article 8. This Law becomes effective from the date of its official publication.
