Protection of the population, the environment and subjects to managing against the emergency situations and effects caused by them is one of the priority fields of carrying out state policy.
This law governs the public relations in the territory of the Republic of Kazakhstan according to the prevention and liquidation of emergency situations of natural and technogenic nature.
In this Law the following basic concepts are used:
accident - violation of engineering procedure, damage of mechanisms, the equipment and constructions;
