being interested in effective activities of metrological services for testing, metrological certification, checking and calibration of measuring instruments, in metrological support of measurements of the test and other laboratories which are carrying out testing of substances and materials in case of quality control and safety of products, safety of life and health of the person and the environment, scientific research and other spheres
understanding important role of standard samples of structure and properties of substances and materials for ensuring unity, reliability of measurements, metrological support of measurements and testing,
wishing to provide needs of the State Parties of this agreement for standard samples of substances and materials,
in view of need of preserving action of rules for interstate standardization with abbreviation of "PMG" and standards with abbreviation of "GOST" as interstate and preferential forming with their use of requirements to standard samples of structure and properties of substances and materials, to metrological regulations and rules of their development, creation and application,
