About temporary prohibition of exaction from citizens of Ukraine penalty fee for untimely introduction of payment for housing and communal services
Article 1. Due to the failure to carry out of obligations by the state on salary payment, pensions, grants, other money payments to the population it is temporarily forbidden to charge by calculations since October 1, 1996 and to collect from citizens of Ukraine penalty fee for untimely introduction of rent and for housing and communal services (water supply, gas, electrical energy, heat energy, drainage system, content and operation of housing and the house adjoining territories, musorosbor, lift economy).
The means collected from citizens of Ukraine in the form of penalty fee by calculations for housing and communal services from October 1, 1995 are set off in future payments for housing and communal services.
Article 2. This Law is terminated on January 1, 2011. Charge and collection of penalty fee for untimely introduction of payment for housing and communal services are performed on outstanding amount which was formed since January 1, 2011
Article 3. This Law becomes effective from the date of publication.
