About the state order for satisfaction of priority state requirements
This Law establishes the general legal and economic principles of forming, placement and execution on contractual (contractual) basis of orders of the state for delivery (purchase) of goods, performance of works, provision of services * for satisfaction of priority state requirements at business entities of Ukraine of all patterns of ownership.
1. Priority state requirements are needs of Ukraine for the goods, works and services necessary for the solution of the major social and economic problems, maintenance of defense capability of the country and its safety, creation and maintenance at the proper level of the state material reserves, implementation of the state and interstate target programs, ensuring functioning of state bodies which contains at the expense of the Government budget of Ukraine.
The state order - this means of state regulation of economy by forming on contractual (contractual) basis of structure and amounts of the goods, works and services necessary for ensuring priority state requirements, placement of public contracts on its delivery (purchase) among the companies, the organizations and other business entities of Ukraine of all patterns of ownership.
