New management structures by water resources for ensuring effective regulation of water use are created, work on attraction of private sector is actively carried out to the sphere of water supply and water disposal.

However in connection with global climatic changes in the republic duration of droughty seasons increases, the areas of inventories of snow in mountains decrease, repeatability of lack of water increases that leads to increase in risk of emergence of deficit of water.

Along with it coordination of activities of authorized state bodies under management of water balance of the country is not performed up to standard, and also the effective system of implementation of monitoring of quality and safety of water resources is not adjusted.

For the purpose of ensuring rational use of water, requirements satisfaction of the population and industries of economy in safe and high-quality water resources, creations of effective management system water balance, and also according to tasks of Strategy of actions in five priority directions of development of the Republic of Uzbekistan in 2017 - 2021:

1. Take into consideration that the Ministry of housing-and-municipal servicing of the Republic of Uzbekistan (further - the Ministry) with involvement of the leading foreign experts develops the concept of the Strategy of development of water supply and water disposal of the Republic of Uzbekistan providing:

creation of single centralized system of accounting, monitoring, safety and quality of waters of Single state water fund of the republic;
