This Law governs the public relations in the field of science and scientific and technical activities, determines the rights and obligations of subjects of the scientific and scientific and technical sphere.
In this Law the following basic concepts are used:
1) science - the sphere of human activities which function is studying of the laws of the nature, society and thinking, development and theoretical systematization of objective knowledge of reality for the purpose of rational use of natural wealth and effective management of society;
2) the state scientific and technical policy - the component of social and economic policy expressing the relation of the state to scientific and scientific and technical activities, determining main objectives, the directions, the principles, forms and methods of activities of the different organizations in science and technology, realization of scientific and technical achievements, creations of new technologies including for the purpose of ensuring national security;
3) authorized state body - the central executive body performing management in the field of science and scientific and technical activities;
4) research activities (further - scientific activities) - the type of activity connected with studying of surrounding reality for the purpose of detection of the features, patterns and laws inherent in the studied objects, the phenomena (processes) and use of the gained knowledge in practice;
5) scientific and technical activities - the activities directed to obtaining and use of new knowledge for the solution of technological, engineering, economic, social, humanitarian and other problems, ensuring functioning of science, the equipment and production as single system;
