Article 1

1) in Article 6:

a) in part three of the word "or foreign structure without formation of legal entity, the extending printing, audio-, audiovisual and other messages and materials (foreign mass media) intended for the unrestricted group of people" shall be replaced with words "or the foreign structure without formation of legal entity irrespective of their form of business, physical person, the extending printing, audio-, audiovisual and other messages and materials intended for the unrestricted group of people (including with use of the Internet)", the words "irrespective of their form of business", to exclude, to "foreign mass media" shall be replaced with words words "to the legal entity registered in foreign state, or foreign structure without formation of legal entity irrespective of their form of business, to physical person distributing the printing, audio-, audiovisual and other messages and materials intended for the unrestricted group of people (including with use of the Internet) and receiving money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or persons authorized by them and (or) from the Russian legal entities receiving money and (or) other property from the specified sources";

b) add with parts five - the seventh the following content:

"The federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of registration of non-profit organizations keeps the register of the foreign mass media performing functions of the foreign agent. Information on the foreign mass media performing functions of the foreign agent and on persons specified in part seven of this Article joins in this register based on the decision made according to part six of this Article.

The decision on inclusion in the register of the foreign mass media performing functions of the foreign agent or on exception from it of information on the foreign mass media performing functions of the foreign agent and on persons specified in part seven of this Article is accepted by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of registration of non-profit organizations in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of the international relations of the Russian Federation.

The physical person or the Russian legal entity distributing messages and materials which are created and widespread the foreign mass media performing functions of the foreign agent, and (or) the Russian legal entity founded by the foreign mass media performing functions of the foreign agent, and (or) participating in creation of the specified messages and materials, can be acknowledged performing functions of the foreign agent if it receives money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or persons authorized by them, the foreign mass media performing functions of the foreign agent, the Russian legal entities founded by the foreign mass media performing functions of the foreign agent, the Russian legal entities the specified sources receiving money and (or) other property from, and (or) from the Russian legal entities founded by such foreign mass media. Information on such physical person or the Russian legal entity joins in the register of the foreign mass media performing functions of the foreign agent. Provisions of the Federal Law of January 12, 1996 "About non-profit organizations" can be applied No. 7-FZ to it to physical person or the Russian legal entity according to the procedure, established by the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of registration of non-profit organizations.";

To add 2) with Article 25.1 of the following content:

"Article 25.1. Distribution in the territory of the Russian Federation messages and materials of the foreign mass media performing functions of the foreign agent, and (or) the Russian legal entity performing functions of the foreign agent

In case of recognition of the legal entity registered in foreign state, or foreign structure without formation of legal entity irrespective of their form of business, or the physical person distributing the printing, audio-, audiovisual and other messages and materials intended for the unrestricted group of people (including with use of the Internet) and persons receiving money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or authorized by them and (or) from the Russian legal entities receiving money and (or) other property from the specified sources according to part three of article 6 of this Law the foreign mass media performing functions of the foreign agent the organization of distribution in the territory of the Russian Federation of the printing, audio-, audiovisual and other messages and materials of such foreign mass media intended for the unrestricted group of people (including with use of the Internet) is performed by the Russian legal entity founded by it.

Within one month from the date of recognition of the legal entity registered in foreign state, or foreign structure without formation of legal entity irrespective of their form of business, or the physical person distributing the printing, audio-, audiovisual and other messages and materials intended for the unrestricted group of people (including with use of the Internet) and persons receiving money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or authorized by them and (or) from the Russian legal entities receiving money and (or) other property from the specified sources according to part three of article 6 of this Law the foreign mass media performing functions of the foreign agent such person or structure establishes the Russian legal entity and notifies on it the federal executive body authorized by the Government of the Russian Federation.

If the legal entity registered in foreign state, or the foreign structure without formation of legal entity irrespective of their form of business, or physical person distributing the printing, audio-, audiovisual and other messages and materials intended for the unrestricted group of people (including with use of the Internet) and receiving money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or persons authorized by them and (or) from the Russian legal entities receiving money and (or) other property from the specified sources before day of recognition such persons or structures the foreign mass media performing functions of the foreign agent are founded the Russian legal entities, within one month from the date of recognition such persons or structures the foreign mass media performing functions of the foreign agent they shall notify the federal executive body authorized by the Government of the Russian Federation on all the Russian legal entities founded by such person or structure.

The notification procedure the foreign mass media performing functions of the foreign agent about the Russian legal entities founded by it is established by the federal executive body authorized by the Government of the Russian Federation.

Information on the Russian legal entity founded by the foreign mass media performing functions of the foreign agent (further - the Russian legal entity performing functions of the foreign agent), is subject to inclusion in the register specified in part five of article 6 of this Law or exception of this register. The procedure for forming and maintaining this register is established by the federal executive body authorized by the Government of the Russian Federation.

The Russian legal entity performing functions of the foreign agent from the date of inclusion of information on him in the register specified in part five of article 6 of this Law has the rights and performs the duties provided by the Federal Law of January 12, 1996 No. 7-FZ "About non-profit organizations" for the non-profit organizations performing functions of the foreign agent.

According to the procedure, established by the federal executive body authorized by the Government of the Russian Federation provisions of the Federal Law of January 12, 1996 No. 7-FZ "About non-profit organizations", regulating legal status of the non-profit organization performing functions of the foreign agent are applied to the Russian legal entity performing functions of the foreign agent.

Messages and materials of the foreign mass media performing functions of the foreign agent and (or) the Russian legal entity performing the functions of the foreign agent extended in the territory of the Russian Federation shall be followed by specifying on the fact that these messages and materials are created and widespread respectively the foreign mass media performing functions of the foreign agent and (or) the Russian legal entity performing functions of the foreign agent.

Form of the specifying provided by part eight of this Article, requirements to placement and procedure for placement of such specifying are established by the federal executive body authorized by the Government of the Russian Federation.

Distribution in the territory of the Russian Federation of messages and materials of the foreign mass media performing functions of the foreign agent, and (or) the Russian legal entity performing functions of the foreign agent without specifying on the fact that these messages and materials are created and widespread respectively the foreign mass media performing functions of the foreign agent and (or) the Russian legal entity performing functions of the foreign agent is not allowed.";

Article 27 to add 3) with part seven of the following content:

"In output data of the registered mass media, participant (founder) of which is the Russian legal entity performing functions of the foreign agent, specifying on the fact that such mass media are created by the foreign mass media performing functions of the foreign agent shall contain.";

Part the ninth Article 31 to add 4) with item 4 of the following content:

"4) distribution by the licensee of the messages and materials created and (or) spread by the foreign mass media performing functions of the foreign agent and (or) the Russian legal entity performing functions of the foreign agent with indication of to the fact that these messages and materials are created and widespread respectively the foreign mass media performing functions of the foreign agent and (or) the Russian legal entity performing functions of the foreign agent;".

Article 10 to add 1) with part 7 of the following content:

"7. Distribution of messages and materials of the foreign mass media performing functions of the foreign agent and determined according to the Law of the Russian Federation of December 27, 1991 No. 2124-1 "About mass media", and (or) the Russian legal entity founded by it without specifying that these messages and materials are created and widespread such persons is forbidden. Form, requirements to placement and procedure for placement of such specifying are established by authorized federal executive body.";

To add 2) with Article 15.9 of the following content:

"Article 15.9. Procedure for restriction of access to information resource of the foreign mass media performing functions of the foreign agent and (or) to information resource of the Russian legal entity founded by such foreign mass media

1. In case of establishment by the resolution which took legal effect on the case of administrative offense of the violation of procedure for activities of the foreign mass media performing functions of the foreign agent and determined according to the Law of the Russian Federation of December 27, 1991 No. 2124-1 "About mass media", or the Russian legal entity founded by it the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication limits access to information resource of the corresponding person.

2. Order of interaction of the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication with persons specified regarding 1 this Article, the procedure for restriction and renewal of access to the information resource specified regarding 1 this Article and procedure for informing citizens (physical persons) on such restriction are established by the Government of the Russian Federation.".

Article 3

1. This Federal Law becomes effective from the date of its official publication.

2. The legal entity registered in foreign state, or the foreign structure without formation of legal entity irrespective of their form of business, or physical person distributing the printing, audio-, audiovisual and other messages and materials (including with use of the Internet) receiving money and (or) other property from foreign states, their state bodies, the international and foreign organizations, foreign citizens, stateless persons or persons authorized by them and (or) from the Russian legal entities receiving money and (or) other property from the specified sources intended for the unrestricted group of people, and about day of entry into force of this Federal Law by the recognized foreign mass media performing functions of the foreign agent in case of absence founded by such face or structure of the Russian legal entities shall found the Russian legal entity according to requirements of the Law of the Russian Federation of December 27, 1991 No. 2124-1 "About mass media" (in edition of this Federal Law) till February 1, 2020.
