About introduction of amendments to the Law of Ukraine "About state regulation of production and the address of alcohol ethyl, cognac and fruit, alcoholic beverages, tobacco products and fuel" on liberalization of activities in the field of production and turnover of ethyl alcohol

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About state regulation of production and the address of alcohol ethyl, cognac and fruit, alcoholic beverages, tobacco products and fuel" (Sheets of the Verkhovna Rada of Ukraine, 1995, No. 46, Art. 345 with subsequent changes) the following changes:

1. In the paragraph the thirty second Article 1 of the word "the authorized Cabinet of Ministers of Ukraine" shall be replaced with words "realizes the state tax policy".

2. In Article 2:

state part one in the following edition:

"Production of ethyl alcohol (including as medicine), the ethyl alcohol rectified grape, alcohol of the ethyl rectified fruit, grain distillate of bioethanol it is performed by subjects of managing, irrespective of pattern of ownership which have the corresponding license";

after part one to add with new part of such content:

"The license for production of alcohol is granted to the companies having the installed round-the-clock systems of video surveillance behind production and leave of products. Shutdown of the round-the-clock systems of video surveillance is the basis for refusal in the license or revocation of license".

With respect thereto the second - the twenty first to consider parts respectively parts three - the twenty second;

in part seven of the word "on condition of receipt of the license" shall be replaced with words "in the presence of the corresponding license";

the eighth to exclude part;

in the second offer of part nine of the word "the state company which" shall be replaced with words "the territories of the subject of managing".

3. In Article 8:

in word part seven "the authorized Cabinet of Ministers of Ukraine" shall be replaced with words "realizes the state tax policy";
