About introduction of amendments to the Law of Ukraine "About traffic" concerning the organization of traffic for persons moving in chairs wheel

The Verkhovna Rada of Ukraine decides:

I. Introduce in the Law of Ukraine "About traffic" (Sheets of the Verkhovna Rada of Ukraine, 1993, No. 31, Art. 338 with subsequent changes) the following changes:

1. The second articles 14 after the word "pedestrians" to add part with words "persons moving in chairs wheel".

2. In paragraph one of part one of Article 17 of the word "carriages without engines" shall be replaced with words "chairs wheel with the pedestrian's speed", and the words "or wheelchair" - words "carriage or chair wheel".

3. Add with Article 19-1 of the following content:

"Article 19-1. Basic rights and obligations of persons which move in chairs wheel

Persons who move in chairs wheel have the right:

move on sidewalks, walking or bicycle paths with the pedestrian's speed;

move on edge of carriageway, the street or on roadside.

Persons who move in chairs wheel with the pedestrian's speed on sidewalks, walking or bicycle paths have the right to preferential crossing of carriageway on the designated crosswalks. During movement they shall carry out Traffic regulations about obligations of pedestrians.

Persons who move in chairs wheel on edge of carriageway, streets or on roadside shall move in the directions of movement of vehicles on the right extreme strip, on the left and turn are resolved turn on roads with one strip for movement in each direction and without tram track in the middle. During movement they shall carry out Traffic regulations about obligations of cyclists.

Persons who move in chairs wheel shall:

use technically the operational and properly equipped chairs wheel;

not transport the loads preventing management;

not tow trail cars;

not transport passengers.

Chairs wheel shall be equipped with light-reflective devices, and during movement in night-time on edge of carriageway, the street or on roadside - external light devices".
