1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation concerning provision of utilities, establishment and determination of standard rates of consumption of utilities.

2. To the Ministry of Construction and Housing and Communal Services of the Russian Federation till July 1, 2020 to carry out the analysis of the subjects of the Russian Federation of decisions on phased transition accepted and realized by public authorities to establishment of standard rates of consumption of utilities, single in the territory of the subject of the Russian Federation, concerning all or certain municipalities located in the territory of the subject of the Russian Federation, and approved by public authorities of subjects of the Russian Federation of the programs of energy saving and increase in energy efficiency directed to energy saving and increase in energy efficiency of use of energy resources in separate categories of the apartment houses providing including installation of metering devices of energy resources. On the basis of the carried-out analysis if necessary to make in the Government of the Russian Federation offers on introduction of amendments to acts of the Government of the Russian Federation on the issue of the specified phased transition.

3. This resolution becomes effective from the date of its official publication.
