About verification and monitoring of the state payments

This Law determines legal and organizational basis of implementation of verification and monitoring of the state payments in Ukraine.

The purpose of this Law is increase in targeting of the state payments, assistance to development of social security system, and also ensuring effective use of budgetary funds.

Article 1. Determination of terms

1. In this Law the stated below terms are used in such value:

1) verification - the complex of actions for collection and check of accuracy of the information which is determined by the legislation for appointment of charge and/or implementation of the state payments and influences determination of the right and the amount of such payments, and also to detection of discrepancy of data in the automated information systems, registers, databases;

2) the state payments - pensions, benefits, privileges, subsidies, social grants, other payments performed at the expense of means state, local budgets, funds of obligatory national social and pension insurance;

3) information source - the automated information systems, registers, databases of information on recipients received from subjects of provision of information;

4) information and analytical platform of electronic verification and monitoring (further - information and analytical platform) - the automated system of accumulating, the processing, information analysis obtained from subjects of provision of information;

5) monitoring - systematic activities for carrying out information analysis, received during verification and the analysis of results of verification;

6) the body performing verification and monitoring of the state payments - the central executive body which provides forming and realizes the state financial and budget policy;

7) the bodies performing the state payments - managers of budgetary funds, other bodies, organizations and the organizations which appoint charge and/or perform the state payments;

8) the current verification - verification when charging and/or implementing the state payments to the recipient;

9) preventive verification - the verification performed in real time during the request of the recipient for purpose of the state payments;
