About approval of Rules of transportation of goods by railway transport
According to the subitem 4) of Item 2 of article 14 of the Law of the Republic of Kazakhstan "About rail transport" I ORDER:
1. Approve the enclosed Rules of transportation of goods by railway transport.
2. To committee of rail transport of the Ministry of Transport and Communications of the Republic of Kazakhstan (Baydauletov N. T.) provide submission of this order for state registration in the Ministry of Justice of the Republic of Kazakhstan.
3. To impose control of execution of this order on the First vice-Minister of Transport and Communications of the Republic of Kazakhstan Lavrinenko Yu. I.
4. This order becomes effective from the date of state registration in the Ministry of Justice of the Republic of Kazakhstan.

1. These rules of transportation of goods by railway transport (further - Rules) are developed according to the Law of the Republic of Kazakhstan "About rail transport" (further - the Law).
2. Rules determine procedure for the organization and condition of transportation of goods by railway transport in the Republic of Kazakhstan.
3. Transportation of goods by railway transport in the international and transit message through the Republic of Kazakhstan are performed according to the legislation of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.
3-1. Technical loading rates and fixtures of loads, procedure and conditions of transportations of liquid cargoes in bulk, dangerous goods, not provided by these rules, are established by international agreements (agreements) the accepted within the Organization of cooperation of the railroads and Council for rail transport of member countries of the Commonwealth of Independent States (CIS) and the Republic Latvia, the Republic Lithuania, the Republic of Estonia and other international agreements (agreements) which participant is the Republic of Kazakhstan.
4. In Rules the following concepts are used:
1) unplanned transportation - the transportation of goods which is not provided by the main plan for the request which arrived during current month;
2) cargo sending - the consignment shown to transportation according to one railway way bill;
3) single engineering procedure of work of siding and the station of adjunction - the technological act determining conditions of interaction of siding and the station of adjunction which is drafted for the siding of the organization serviced by own locomotive and having average daily cargo turnover of 50 and more cars;
4) the inventory car (container) - goods wagon (container) registered in the Automated database of data processing center of railway administrations behind railway administration of the CIS countries, Latvia, Lithuania and Estonia;
5) information system - set of information technologies and networks, the program technical means intended for information support of transportation process;
6) ring route - the train of the established weight and length consisting of the cars shipped by homogeneous load one consignor from one station of origin to one consignee appointment to one station and drawn up by one delivery note, in case of absolute return of empty cars from under unloading on initial station of origin;
7) route - the train of the established weight or length created by the consignor on siding or at the railway station;
8) small sending - the load shown on one superimposed which transportation does not require provision of the separate car, container;
9) low-tonnage sending - the consignment shown on one delivery note, weighing over 10 and to 20 tons, transported in eight-wheel cars, capacity no more than a half of amount of such car;
10) department of transportations - the separate division of carrier performing the organization of cargo and commercial work within the borders, providing needs of clients for transportation of goods by railway transport;

13) the main plan of transportation - the request (plan) for transportation of goods accepted and approved by carrier the forthcoming month;
14) adjusting task - task of the station for delivery of empty cars from under unloading and acceptance of empty cars under loading, and also providing qualitative indexes of use of railway vehicles and uniform distribution of cars (containers) on stations;
15) dual cargo operation - use by the consignee of the car unloaded by it, container for loading of load;
16) connecting way - railway track of special purpose which connects parks of stations or the station to sidings;
17) specialized containers - the containers having special design and intended for loads of separate types: loose, liquid, perishable, dangerous and other goods;
18) terms (technological time) of loading, unloading (unloading) - time spent for accomplishment of loading and unloading of loads mechanized or nonmechanized by methods taking into account costs of time for preparatory, auxillary and final operations on places public and sidings (daleetekhnologichesky time);
19) the plate of KBQ - the plate established by "The international convention on safe containers" (KBQ), attached without fail on door of universal container in case of production or capital repairs and certifying safety of its operation;
20) the customs plate (KTK) - the rectangular metal plate of certain size and content attached to container and confirming it suitability for transportation of goods under customs control;
21) transport packet - the enlarged cargo piece created from the certain places of load in container (boxes, sacks, barrels, specialized containers) or without container fastened among themselves by means of universal special one-time use or the multicurrent packing assets, on pallets or without them;
22) universal container - the unified unit load of the transport equipment of repeated application with unobstructed capacity for cargo placement providing safe cargo hauling with one or several modes of transport which is representing standardized on weight gross, to overall dimensions, design and marking, and having design for the mechanized loading, unloading (unloading) and overload, used for transportation of the wide nomenclature of load;
23) universal middle size container - universal container the most admissible weight gross 3 and 5 tons respectively, with a capacity of 5 and 11 cubic meters, having the nine-digit numbering beginning respectively on 3 and 5;
24) universal large size container - universal container weight gross 10 and more tons, and 10 long and more English feet, the having marking code conforming to the ISO standard and registered by the International bureau on containers (BIC);
25) the electronic file of transportation (further - EDP) - data set, being in memory of the computer and the documents and messages, providing possibility of creation necessary for electronic exchange, concerning transportation and maintenance of load;
26) electronic data exchange (further - EOD) - the data exchange (documents, messages) concerning transportation of goods made by means of application of information networks, program and technical means based on the protocols of data transmission approved by the parties;
27) places public - warehouses, platforms, platforms and railway tracks at the stations open for production of cargo operations and storage of loads;
28) acceptance (exhibition) ways - the railway tracks defined by the agreement on giving cleaning of cars within the station or on siding for accomplishment of acceptance transactions;
29) load on the axes - the railway vehicles following in empty condition according to the complete carriage document with payment of transportation payments;
30) own car (container) - the goods wagon (container) belonging to physical person or legal entity on the property right or other legal cause, provided as the vehicle (equipment) and having the corresponding numbering (prefix);
31) transportation in through mixed traffic - the cargo hauling performed by two and more modes of transport, organized by execution of the single carriage document on all transportation irrespective of the number of the carriers participating in transportation.
5. Other concepts used in these rules are applied in the values determined by the Law.
5-1. For implementation of transportation of goods between carrier and the consignor the transportation agreement according to which the carrier shall timely is signed and in safety to deliver the load entrusted to it by the consignor, from station of origin to station of destination and to issue to the consignee, and the consignor (consignee) shall pay cargo hauling and provide its acceptance.
The transportation agreement of loads is drawn up by creation of the rail waybill in form according to appendices 14, of 15, of 16, of 17, 19 to these rules.
The transportation agreement of loads is considered the prisoner from the moment of issue to the consignor of the receipt on acceptance of load with putting down in delivery note of calendar stamp of station of origin and signing of acceptance documents (the sheet of giving cleaning of cars, the instruction sheet, the natural sheet) about cargo reception to transportation.
The transportation agreement is considered fulfilled after obtaining by the consignee or person, authorized delivery note and signing by it of the road sheet, and also acceptance documents (the sheet of giving cleaning of cars, the instruction sheet, the natural sheet) about cargo reception by it.
6. Centralized management and the organization of transportation process, rendering loads of services of the high-level railway system to carriers are performed by the National railway company performing functions of the operator of the high-level railway system.
6-1. The carrier for accomplishment of the obligations on transportation of goods uses services of the high-level railway system which are provided by the operator of the high-level railway system.
7. The operator of the high-level railway system provides the omission of railway vehicles on the high-level railway system, proceeding from requirements of effective use of technical means and safety of movement on rail transport, exercises coordination, centralized control and the organization of transportation process.
7-1. The consignor, the consignee for accomplishment of the works accompanying transportation of goods, can use services of vetvevladelets, carrier, the freight forwarder, owner of railway vehicles, and other persons, based on the agreement, on condition of safety of movement, technical means and railway vehicles.
8. Participants of transportation process, for the purpose of observance of requirements for traffic safety on rail transport, provide necessary professional training of the workers, exercise control of the admission of the faces to performance of works tied with traffic safety and special conditions of labor protection.
8-1. Sidings, their constructions and the device shall provide rhythmical loading, unloading (unloading) of loads, shunting work according to cargo turnover, and also rational use of railway vehicles.
9. The cost of services of carrier, participants of transportation process and other persons involved for the organization and/or accomplishment of the services connected with cargo hauling is determined by cargo hauling agreement parties.
10. Transportation of goods on the high-level railway system is performed by carrier based on the accepted request of the consignor for transportation of goods.
11. Carriers based on requests of consignors create the plan of transportation of goods and provide to the operator of the high-level railway system the request for inclusion of their trains in the traffic schedule.
Execution of the shipping request of load according to the approved plan is considered by carrier in accounting card of the consignor according to the procedure, established by these rules.
12. The operator of the high-level railway system considers the plans of transportation of goods submitted by carrier for approval. The train schedule, technological capability of the omission are developed by the operator of the high-level railway system based on technical and technological capabilities of sites of the high-level railway system according to the omission of trains and accomplishment of transportation works, taking into account requests of carriers.
13. Transportation of goods is performed by locomotive draft of carrier or operator of locomotive draft in cars (containers) of carrier, the consignor (consignee) or operator of cars (containers).
The railway vehicles registered in the State Register of railway vehicles of the Republic of Kazakhstan, in the technical condition conforming to requirements of the admission of the high-level railway system are allowed to transportation process.
14. The carrier performs transportation of goods by railway vehicles and it is specified in carriage documents.
14-1. Relations of the consignor and the owner of the car (container) are performed on the basis of the contract between them.
15. In case of availability at carrier of own locomotive park he renders services of locomotive draft by the locomotives belonging to it to other carriers and participants of transportation process as the operator of locomotive draft.
16. Vetvevladelets provides technical condition of railroad side track, its constructions and devices according to the legislation of the Republic of Kazakhstan.
16-1. The carrier and the consignor can sign the agreement on the organization of transportation of goods under which the carrier shall accept at the scheduled time, and the consignor to show to transportation load in the caused amount.
The agreement on the organization of transportation of goods determines amounts, terms, quality of transportations, conditions of provision of vehicles and presentation of loads to transportation, and also other conditions.
17. Transportation of goods by railway transport, are performed based on monthly requests of the consignors who are drawn up on forms of the GU-12, GU-12K form (according to appendices 2 and 3) according to the established list of nomenclature groups of loads (appendix 1), in triplicate with separation on accessory of railway vehicles. Incorrectly drawn up monthly requests according to the plan of transportation of goods by carrier are not taken cognizance.
18. Requests according to the plan of transportation of goods are provided by consignors. The procedure and submission due dates of requests according to the plan of cargo haulings by railway transport are established by these rules.
19. Consignors submit the request according to the plan of transportation of goods, timely and rhythmically show loads to loading in the sizes provided by the request and perform loadings at the scheduled time. The consignor declares in monthly requests according to the plan of transportation of goods the amount which is not exceeding possibility of the consignee on unloading (unloading) of loads.
The carrier provides timely and rhythmical giving of cars at all points of cargo loading according to the accepted requests according to the plan of transportation of goods.
20. Transportation of export and inward cargoes are performed on account of the general request according to the plan of transportation of goods of the corresponding childbirth on the terms of the international treaties ratified by the Republic of Kazakhstan.
21. Monthly planning of transportation of goods in cars, containers is performed based on monthly requests according to the plan of the transportation of goods submitted by consignors not later than 14 days prior to the beginning of the planned month in the interregional and international message and not later than 20 days in the international message to the third countries.
Consignors submit to carrier requests according to the plan of transportation of goods, according to the established list of nomenclature groups of loads (appendix 1), drawn up in the GU-12, GU-12K forms (appendices 2 and 3) in triplicate.
Incorrectly drawn up requests according to the plan of transportation of goods are not taken cognizance.
22. The list of nomenclature groups of the loads planned to transportation is given in appendix 4 to these rules.
23. Consignors in case of creation of requests according to the plan of transportation of goods in cars are guided by technical loading rates of cars. When consignors provide the number of cars in requests more, than it is required on technical loading rates, the carrier accepts the tons specified by the consignor for shipment and reduces the declared number of cars.
24. Requests according to the plan of transportation of goods in containers are provided with indication of the mass of load in tons and the number of containers in physical units.
25. The form of the monthly request on p3lanu cargo haulings provides possibility of the automated data processing of the request on electronic computers and is single for all consignors making loading in the interregional message, the international message and the international message to the third countries.
26. Requests according to the plan of cargo haulings are provided to carrier by mail, purposely, by means of e-mail.
In the presence at consignors of own automated system and/or access to information system of carrier (далееАИС), provision of shipping requests of loads by means of EOD with the corresponding functionality in IS of carrier is allowed. In EOD digital signatures according to the legislation of the Republic of Kazakhstan or the agreement of the parties are applied.
In case of freight dispatch from the siding which is not belonging to the consignor, the shipping request of loads is provided to carrier after its approval of vetvevladelets of putting down of the corresponding mark in the request.
27. Data according to the plan of cargo haulings, including codes, are introduced in the monthly request by the consignor (except the column "requisition number according to the plan" which is filled in with carrier) in printing without blots.
28. Consignors submit the separate monthly request according to the plan of cargo haulings:
on each station of origin;
on each nomenclature of loads;
on sending signs: in cars, in containers;
on signs of accessory of cars and containers;
by types of messages.
Shipping requests of loads on the axes are provided with indication of quantity of unit of cargos on the axes and its masses.
29. Requests of the GU-12, GU-12K form are filled in in the following procedure:
in the graph "Carrier" - the name of carrier within which activities there is consignor and stations of origin is specified;
in the column "Consignor" - exact full name of the consignor is specified;
in the column "Address" - the postal address of the consignor, its contact telephone number, the fax, the e-mail address is specified (in the presence);
in the graph "Bank" - the bank name, all bank details are specified: bank individual code (BIC), settlement account, bank name, registration taxpayer number ((BIN/IIN)) of the consignor;
in the line "Siding" the name of siding, agreement number, the postal address of vetvevladelets is noted;
in the line "Mark about Approval of Vetvevladelets" to be put the surname, name, middle name of the representative of vetvevladelets, the signature, seal;
in the line "On ________ ____ Year" month during which the consignor assumes to transport is specified;
in the column "Name of Station of Origin" the exact name of station of origin according to the Tariff management No. 4, of the approved Council for rail transport of the State Parties of the CIS, Latvia, Lithuania, Estonia is specified (further - the Tariff management No. 4);
in the line "Planned, Unplanned (Unnecessary to Cross Out)" - depending on type of the request unnecessary is crossed out;
in the column "Name of the Nomenclature of Loads" the name of the nomenclature of loads to which there corresponds this type of the transported load is specified;
in the line "Car Accessory" car accessory is specified (inventory - 1, own, leased - 2);
in the column "Transportation Sign" it is specified:
in interregional and international messages - figure 3;
in the international message to the third countries: through border stations - figure 2, through port stations - figure 1;
the column "request No. according to the plan" is filled in with the representative of carrier on station of origin according to each nomenclature of loads;
in the column "No. of department" number of department of transportations in which limits there is station of origin (appendix 5) is specified;
in the column "Code of Station of Origin" the code of station of origin according to the Tariff management No. 4 is specified;
in the column "Code of Nomenclature Group of Load" it is specified according to the nomenclature of loads;
in the column "Consignor code" the four-digit consignor code assigned for the consignor by carrier and the RCBO code (the general qualifier of the companies and the organization) is specified;
in the column "Codes of Childbirth of Cars" it is specified codes of childbirth of cars according to the list of childbirth of goods wagons (appendix 6);
in the column 1 "Exact Name of Load" the exact name of the cargo dispatched in this appointment reduced is specified or the incomplete name of load is not allowed;
in the column 2 "Load Code" the six-digit code of load according to the Single tariff and statistical nomenclature of loads is specified;
in the column 3 "Load Code" the load code according to the Harmonized nomenclature of loads is specified;
in the column 4 "Exact Name of Carrier, Station of Destination, Item of Transfer and Destination" it is specified:
in the international message - the name of the railroad of appointment (reduced) and full name of station of destination, according to the Tariff management No. 4;
in the interregional message - full name of station of destination according to the Tariff management No. 4;
in the column 5 "Codes of the Railroad and Station of Destination, Border Station or Station of Transfer and Destination" it is specified:
in the interregional message - code of station of destination according to the Tariff management No. 4;
in the international message - code of the railroad and code of station of destination;
in the international message to the third countries - codes and full name of the border station (appendix 7) or the port stations making transfer of export loads on sea and river transport (appendix 8);
reducing the name of the border station and station of transfer is not allowed;
the column 6 "Code and Name of the Country of Destination" is specified code and the name of the country of destination only in transit of loads in the international message to the third countries (appendix 9);
the column 7 "Code and Name of the Consignee" is filled in in case of transportation of goods in the international message through port stations with indication of code and exact full name of the consignee in whose address the cargo is actually dispatched;
the column 8 "The Number of Tons a Month" is specified with an accuracy of one ton load weight gross on the loads specified in appendix 4, and also in the international message and the through mixed international railway service;
the column 9-13 "Name of Childbirth of Cars", "Codes of Childbirth of Cars", "Number of Cars in Month" the number of cars on each station of destination by the nature of cars is specified;
column 14 of "All" is filled in without fail even if transportation is planned in one of labor of railway vehicles.
In the monthly request according to the plan of cargo haulings results according to columns 10-15 are specified.
30. Planning of transportation of goods in containers is performed on the basis of the requests provided by consignors according to the plan of cargo haulings of the GU-12K form.
31. Filling of GU-12K of column 1-4 is made similar to filling of the GU-12 form.
In columns 6, 8 the number of containers, in columns 5, 7ukazyvayetsya the mass of the load loaded into them with an accuracy of 1 ton is specified.
In the monthly request according to the plan of cargo haulings results according to columns 6-8 are specified.
32. Transportation of the empty containers directed on adjusting tasks is planned on the nomenclature group "Other and Combined Loads".
33. Excluded
34. The loads intended for mitigation of consequences of emergency situations are accepted by carrier on presentation.
35. Transportation of vegetables, potatoes, fruit and other agricultural products is made according to monthly requests according to the plan of cargo haulings, and also on presentation without restriction on the requests submitted in five days prior to loading.
36. The food and manufactured goods shipped in small lots and also car sendings from the state reserve, are accepted on presentation.
37. On the basis of provided by consignors and processed by means of the automated planning system of transportations (далееАРМ MPP) monthly requests according to the plan of cargo haulings in the GU-12, form the carrier develops the draft of the consolidating monthly plan of transportation of goods taking into account transportations in interregional and international messages in general and with division:
according to the nomenclature of the loads specified in appendix 4 on average in days;
on stations and roads of appointment and childbirth of cars;
on stations and roads of purpose of liquid cargoes in tanks, separately oil products, including light filling, vegetable oil, alcohol, treacle, chemicals, ammoniac water and other filling;
on stations and roads of purpose of coal, timber cargoes, grains, ores iron and manganese, ferrous metals, construction loads, chemical and mineral fertilizers.
38. In drafts of plans requirement of cars on their sort for ensuring transportation of goods taking into account use of load-carrying capacity and capacity of the car is specified.
39. The developed draft of the monthly consolidating plan of transportation of goods is created in prototypes of personal accounts on roads of appointment, according to the nomenclature of loads and childbirth of railway vehicles and not later than 10 days prior to the beginning of the planned month is transferred to the Main Computer Center and to Directorate of Council for rail transport (daleedirektion) for forming of the consolidating network plan of transportation of goods.
40. Based on the accepted monthly requests according to the plan of the transportation of goods generalized by MPP automated workplace carrier constitutes drafts of correspondence of loaded traffic volumes on railway tracks for development of technical regulations of use of railway vehicles, the loading plan on roads of appointment, on departments of transportations and childbirth of railway vehicles, the consolidating monthly plan of transportation of goods on railway tracks, the plan of porodovy loading in gondola cars, the plan of static load for childbirth of loads, the loading plan of coal, oil and oil products for stations of loading.
41. It agrees accepted by Directorate of the average daily amount of cargo loading for the planned month carrier approves monthly plans of transportations for departments of transportations according to the nomenclature of loads in cars and tons on average in days and announces to departments of transportations which claim and announce plans of transportations to consignors at least in 3 days prior to the beginning of the next month on each station of loading.
42. Based on the technical regulations of use of railway vehicles and the average daily amount of cargo loading approved by Directorate the carrier announces to all the structural divisions the approved correspondence of loaded traffic volumes, the consolidating monthly plan of transportations, the loading plan on roads of appointment on departments of the road and on childbirth of railway vehicles, the plan on patrimonial loadings in gondola cars, the plan of static load for childbirth of loads and for departments.
43. The structural division of carrier before planned month establishes in coordination with consignors the procedure for accomplishment of the request according to the plan of cargo haulings providing uniformity and rhythm of loading within a month, decade and days and also enlargement of transportations and task performance on transportation of goods by consignor routes.
44. Consignors along with monthly requests according to the plan of cargo haulings provide, not later than 14 days prior to the beginning of the planned month, to carrier the shipping request of loads routes, in the sizes provided by the monthly request according to the plan of transportations in triplicate in form according to appendix 45 to these rules (the GU-114) form.
The shipping request of loads is put by routes to the main monthly request.
45. The department of transportations in coordination with the consignor develops and approves in 5 days prior to the beginning of the planned month the schedule of loading of routes on dates with breakdown on accessory of railway vehicles.
The approved schedule appears to stations of loading of routes and consignors, not later than 3 days prior to the beginning of planned month.
46. Consignors in 3 days before decade submit to department of transportations or to the representative of carrier at the station the request for loading with the calendar schedule of the amount of loading on days of decade in the GU-11 form (appendix 10). The department of transportations together with consignors establishes requisition procedure for longer period (for example, on half-month, month).
47. The collateral order of accomplishment of the request according to the plan of cargo haulings is entered in the accounting card of accomplishment of the plan of transportations (Appendix 11).
48. Changes of the main monthly requests according to the plan of cargo haulings by carrier on stations of origin and appointments are made according to petitions of consignors not later than 10 days before the termination of current month.
49. The monthly requests according to the plan of cargo haulings submitted by consignors is later than the terms established in these rules, are considered by carrier as the request about unplanned transportations.
50. Requests for unplanned transportation of goods are provided by consignors not later than 5 days before day of loading.
Requests for such transportations are drawn up on forms of the GU-12, GU-12K form (appendices 2 and 3) in one copy with the mark "unplanned".
In case there is no opportunity to perform unplanned transportation, the carrier in three-day time notifies the applicant on refusal in such transportation.
In the international message permission to unplanned transportation is effective until the end of the current calendar month.
In the interregional message permission to unplanned transportation can be effective within 30 days from the moment of receipt of the request taking into account technical and technological capabilities of implementation of transportation.

51. The carrier refuses acceptance of the monthly request according to the plan of cargo haulings:
1) in case of specifying of the loading amounts in it exceeding technical capabilities and the overworking capability of the company (consignor);
2) in case of failure to carry out of monthly planned requests because of the consignor last three and more months regarding the exceeding amount;
3) in the absence of the contract for giving cleaning of cars or written consent of vetvevladelets;
4) in case of abnormality, inaccuracy or incompleteness in it of the data specified by the consignor necessary for input and processing by means of automated workplace of MPP;
5) in case of the termination of railway service according to the Law;
6) in other cases stipulated by the legislation the Republic of Kazakhstan.
In these cases the carrier returns the shipping request of loads with indication of causes of failure to the consignor.
52. The carrier resolves cargo loading over and above the plan without prejudice to accomplishment of the monthly planned shipping request of load in the international message at the expense of negative and nedogruz on other loads and senders on the same roads of appointment, in the interregional message and in the direction of following of the corresponding sort of railway vehicles in empty condition, both at the expense of negative requests, and due to increase in efficiency of use of railway vehicles.
53. The carrier is allowed to perform according to petitions of consignors:
1) the replacement of station of origin of load provided by the request according to the plan of cargo haulings;
2) replacement of one sort of load with another within the loads provided by one nomenclature group;
3) replacement of the inventory car, container by own car, container.
54. The carrier according to petitions of consignors changes the loading rates provided by the request according to the plan of transportations and to stations of destination in sizes no more than 15% from planned loading rate of the client who submitted the developed request according to the plan of transportations of the GU-12 form on this load, and the clients having the request according to the plan of transportations to 50 cars a month - no more than 15 cars.
55. It is allowed to department of transportations:

Approval of transportation of goods by purpose of Aktau-Port-Perevalka with discharge and further for export (in the international message to the third countries) is performed by carrier independently with the port and all involved port administrations participating in transportation of goods, and transportation through Aktau-Port-Parom in the international message to the third countries (export), as well as with involved railway administrations port railway stations, participating in transportation in 10 days prior to the beginning of the planned month, with indication of the consignor, station of origin, the name of load, load amount in cars and tons, names of the port station, the name of the consignor in port, names of the country of destination.
61. The carrier makes approval of the requests for transportation of goods which arrived within planned month in the international railway service to the third countries which are not provided by the main plan in the following procedure:
1) transportation of goods through border railway stations it is approved by carrier with the railroads of the third countries through railway administration of the Russian Federation;
2) transportation of goods through port railway stations of the Russian Federation, Ukraine, Turkmenistan, Georgia, Azerbaijan, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia is approved by carrier through the operator of the high-level railway system with involved railway administrations.
62. The carrier records accomplishment of the request according to the plan of transportation of goods for export according to separate accounting cards.
63. The annual plan of transportations of export and inward cargoes with breakdown on quarters is accepted and affirms at annual meetings of the Organization of the Cooperation of the Railroads (further - OSZhD) under approval of amounts of transportations of export, import and transit shipments by railway transport.
64. Approval of monthly requests according to the plan of transportation of goods between carriers of the Republic of Kazakhstan and People's Republic of China through boundary transitions of Dostyk-Alashankou is performed according to these rules and the Boundary railway agreement between the Ministry of transport of the Republic of Kazakhstan and the Ministry of the railroads of People's Republic of China of August 10, 1992.

69. Approval of monthly plans of transportation of goods is performed by carrier with the Ministry of the railroads of People's Republic of China and the Urumchiysky railroad which exchange requests according to the plan of transportation of goods prior to the beginning of the planned month.
70. On receipt of information of the Chinese railroads on the approved monthly amounts of loads, the carrier informs on it consignors and transit railway administrations.
71. 76. Accomplishment of the accepted request according to the plan of cargo haulings is considered in accounting card of the GU-1 form (appendix 11).
The accounting card is kept by carrier on station of origin of loads separately according to each accepted request. At the request of the consignor, the copy of accounting card is provided to him.

78. The carrier before planned month establishes the procedure for accomplishment of the plan providing uniformity and rhythm of loading within a month and days in coordination with consignors. Foundation of the organization of accomplishment of the request according to the plan of cargo haulings are decade applications which consignors submit carrier in three days, without including day of giving, before every decade with the calendar schedule of the amount of loading on days of decade. For the purpose of ensuring uniform giving for loading of railway vehicles on earlier collateral order the consignor in the decade request specifies at least that the number of cars, containers which falls on this decade, proceeding from average daily loading rate of the accepted request according to the plan of cargo haulings or the schedule. In case of insignificant amounts (no more than 5 cars) the carrier accepts the request for giving of cars in separate days.
79. Maintaining accounting card is performed as follows:
in the column 2 carrier the number of cars (containers) according to the accepted request according to the plan of cargo haulings on days of loading is specified.

the cars sent at the request of the consignor within planned month on account of completion of underloading.

In column 5 the number of cars, the containers which are actually loaded by the consignor for these reporting days is specified.

80. Results of accomplishment of the request (plan) for transportation of goods in decade it is determined by the following procedure:
according to column 2 the number of the cars, containers planned for decade, according to column 4 - the number of the sent cars, containers, according to column 5 - the number of actually submersed cars, containers is counted.
On the loads planned in cars and tons the results according to columns 3 and 6 are summed up.
By comparison of the amount counted according to column 2 and the amount counted 5, accomplishment of the request according to the plan of cargo haulings in decade in cars, and in tons - according to the amount counted according to column 3 and the amount counted according to column 6 is determined by the column.
81. If it is determined that the request according to the plan of cargo haulings in decade is not executed, the following calculation is made:
the number of not loaded cars, containers is established by carrier in decade by determination of difference between results of columns 2 and 4, with the subsequent subtraction from this difference of number of not sent cars, containers by the consignor (because of employment of the front of loading by the cars which are standing idle over regulations due to the lack of load, because of not introduction of payments).
The number of cars, the containers which are not shipped by the consignor is determined by subtraction of the amount counted in decade according to the column 5, from the amount counted according to column 4.
When specifying in the column 7, of 8 circumstances exempting carrier or the consignor from liability for failure to carry out of the request according to the plan of cargo haulings, the number of the cars which are not sent and not shipped as a result of it, containers is also subtracted from the received difference.
82. The size of the general failure to carry out of the request according to the plan of cargo haulings in tons allowed because of carrier or the consignor is determined by multiplication of number of not loaded cars, containers by the size of static load. The size of static load is estimated by division of number of the tons specified in the column 3, the number of cars, the containers specified in column 2.
The cars which are not sent carrier because of the consignor (lack of load, employment of the front of loading by cars, not introduction of payments, lack of own cars) belong on fault of the consignor, availability of these circumstances is specified in column 8.
The procedure for distribution of responsibility for non-arrival to station of origin of own cars (containers) specified in the request (plan) for transportation of goods, which are along the line is determined in the agreement on the organization of transportation of goods signed between carrier and the consignor according to the request of the consignor.

85. In columns 11-24 data on cargo loading in cars, containers by the railroads of appointment are specified. In case of the changes of the amount of loading made at the request of the consignor by the railroads of appointment according to these rules, corresponding changes are made to numerator of line of decade and month of columns 11 - 24 accounting cards, and also in columns 2, 3 if such change causes the necessity of change of daily loading.
86. In case of failure to carry out of the request according to the plan of cargo haulings in cars, but accomplishment in tons on loads which transportations are established in cars and tons the request is considered executed.
The underloading according to the plan in tons owing to failure to carry out by the consignor of technical loading rates of the car is considered the consignor's underloading. If the consignor underloaded cars to complete capacity (taking into account their load-carrying capacity) and for this reason the request according to the plan of cargo haulings in tons was outstanding the carrier does not send cars.
87. In case of failure to carry out of the request according to the plan of cargo haulings in tons (on loads which transportations are planned in cars and tons) in case of complete use of regulation in cars and accomplishment of technical regulations of their loading, the carrier in addition sends for loading cars in the quantity necessary for accomplishment of the request according to the plan of cargo haulings in tons.
88. On unplanned transportation of goods the separate accounting card is constituted. If the plan provides loading only in separate days of month under report, then summing up is made no later than five days after day of the last loading.
89. Final settlement on failure to carry out of the monthly request according to the plan of cargo haulings is made not later than five days after the termination of month.
89-1. Loads, are accepted for shipment by cargo speed, and also high speed (appendix 25).
