About modification and amendments in the order of the acting minister of national economy of the Republic of Kazakhstan of March 27, 2015 No. 260 "About approval of Health regulations "Sanitary and epidemiologic requirements to radiation-hazardous objects"

According to Item 6 of article 144 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system" I ORDER:

1. Bring in the order of the acting minister of national economy of the Republic of Kazakhstan of March 27, 2015 No. 260 "About approval of Health regulations "Sanitary and epidemiologic requirements to radiation-hazardous objects" (it is registered in the Register of state registration of regulatory legal acts at No. 11204, it is published on June 22, 2015 in information system of law of Ad_let), the following changes and amendments:

in the Health regulations "Sanitary and epidemiologic requirements to radiation-hazardous objects" approved by the specified order:

to state heading of Chapter 1 in the following edition:

"Chapter 1. General provisions";

state Item 1 in the following edition:

"1. These Health regulations "Sanitary and epidemiologic requirements to radiation-hazardous objects" (further - Health regulations) contain requirements to the choice of the parcel of land, to designing, water supply, water disposal, lighting, ventilation, content and operation, working conditions, ensuring radiation safety, collection, use, neutralization, transportation, storage and burial of radioactive waste, the organizations, to carrying out radiation control, liquidation, preservation and reshaping on radiation-hazardous objects (further - objects).";

in Item 2:

add with subitem 3-1) of the following content:

"3-1) zone of controlled access (further - ZKD) - part of the territory of the industrial platform of object, the building and construction of object where in the conditions of its normal operation, impact on personnel of radiation factors is possible;";

add with subitem 16-1) of the following content:

"16-1) local source - subject near which surface any of conditions is carried out:

capacity of equivalent dose of radiation (less contribution from natural radiation background) at distance of 10 centimeters exceeds microsievert 0,2 in hour;

radioactive pollution of surface of subject exceeds 0,4 of beta particles on square centimeter a second (further - beta particles / (sm2*s) and (or) 0,04 of alpha particles / (sm2*s);";

17) to state the subitem in the following edition:

"17) source of ionizing radiation (further - source of radiation or III) - the radioactive materials, devices or devices containing radioactive materials, and also the electrophysical devices or devices which are letting out or capable to emit ionizing radiation;";

add with subitems 27-1), 27-2), 27-3) and 27-4) of the following content:

"27-1) scrap metal (scrap of non-ferrous and ferrous metals) - the production wastes and consumption containing the non-ferrous or ferrous metals formed from the products of industrial and household purpose which became useless or lost consumer properties and suitable only for conversion;

"27-2) radioactive pollution of scrap metal - the separate fragment of scrap metal containing or contaminated by radionuclides exceeding values established by GN of radiation safety;

"27-3) batch of scrap metal - separately warehoused amount of scrap metal (amount of scrap metal, loaded into one or several transport units - platform, the car, cars, cargo container);

"27-4) production waste of objects of oil and gas complex - the salt deposits and slime taken from processing equipment in case of its repair and cleaning, the elements of processing equipment and designs which are not intended for further use on their appointment, the soil and soil in the territory of the companies in which natural radionuclides in the course of productive activity of the companies of oil and gas complex can accumulate;";

2, 3 and 4 to state headings of Chapters in the following edition:

"Chapter 2. Requirements to the device and operation of radio isotope converters of static electricity with enamel sources alpha and beta radiations";

"Chapter 3. Requirements to designing, content and operation of radonic laboratories";

"Chapter 4. Requirements to content and operation of department of radonic therapy";

state Item 39 in the following edition:

"39. In department of radonic therapy are provided:

1) cabins for carrying out water radonic bathtubs, gynecologic irrigations, for acceptance of drinking radonic procedures, for carrying out irrigation by radon water of the head and gums, rooms for carrying out air-radon bathtubs, radonic inhalations, for carrying out intestinal washings, microenemas, irrigations;

2) laboratory by determination of affiliated products of radon (further - the DPR).

In department of radonic therapy radiation control of the DPR of radon at least once a week is carried out.";

state Item 61 in the following edition:

"61. In case of the accidental passage of the concentrated radon solution work stops, the personnel leave laboratory for 3-4 hours, leaving ventilation included, after this term, the spread solution is deleted with rags.

Work is resumed after carrying out control measurements of radioactivity only in case of compliance to requirements of hygienic standard rates "Sanitary and epidemiologic requirements to ensuring radiation safety", approved by the order of the Minister of national economy of February 27, 2015 No. 155, (it is registered in the Register of state registration of regulatory legal acts at No. 10671) (further - GN).";

"80. Waste disposal on polygon for municipal solid waste is allowed if capacity of dose after endurance on the surface of packaging does not exceed μSv/h 0,6 over the level of natural background and activity of radionuclides in packaging does not exceed the MZUA values given in GN.";

6, 7 and 8 to state headings of Chapters in the following edition:

"Chapter 6. Requirements to content and operation of powerful isotope gamma-ray irradiation plants";

"Chapter 7. Requirements to nuclear reactors of research appointment";

"Chapter 8. Requirements to working conditions with the radio isotope defectoscope";

state Item 136 in the following edition:

"136. Work on defektoskopichesky control with use of stationary defectoscopes is allowed in the rooms specified in the sanitary and epidemiologic conclusion.";

add with Item 136-1 of the following content:

"136-1. For exception of possibility of accidental hit of strangers defektoskopichesky works should be carried out to radiation-hazardous zone by two workers, having assigned to one of them obligations on control of strict observance of the mode on all perimeter of radiation-hazardous zone.";

exclude Item 137;

state Item 140 in the following edition:

"140. When carrying out defektoskopichesky works in workshops, on the open areas and in field conditions it is necessary to establish and designate radiation-hazardous zone within which capacity of dose of radiation shall not exceed μSv/h 2,5. The border of this zone needs to be designated signs of radiation hazard and warning signs well visible at distance at least 3 meters.";

state Item 149 in the following edition:

"149. Repairs of defectoscopes are made after extraction of source of radiation and its room in protective container. In case of forced carrying out repair of the charged defectoscope according to the work permit on carrying out radiation-hazardous works repair is carried out using protection devices, with observance of measures of radiation safety.";

"Chapter 9. Requirements to working conditions with the borehole generator of neutrons";

"Chapter 10. Requirements to working conditions with the closed sources of ionizing radiation in case of radiometric researches of cuts of boreholes";

"173. Temporary storage of sources in field conditions is allowed in the presence of the positive sanitary and epidemiologic conclusion.";

"176. Transportation of sources, the packagings except for exempted and packagings of the I transport category, is performed in shipping or figurative containers in the car (trailer), the machine elevator which is specially equipped for these purposes, in regular cargo cars. Transportation of sources, the packagings and packagings of the I transport category except for exempted, without protective container with special fixtures in the car, and also together with people is not allowed.";

"177. Capacity of dose in cabin shall not exceed 12 μSv/h. In case of simultaneous transportation of people in body cargo or cabin of the automobile car and container with source in the trailer capacity of dose of radiation in the locations of the transported people shall not exceed μSv/h 2,5. Capacity of dose in any point on outside surfaces of container shall not exceed 2 мЗв / h and at distance of 2 m from these surfaces - 0,1 мЗв / h";

"257. At all companies for production and enrichment of uranium ore radiation control according to the list of works on control of the working conditions satisfied by service specified in appendix 11 to these Health regulations is exercised by special service.";

"Chapter 16. Requirements to reshaping, preservation and liquidation of objects for production and enrichment of uranium ore";

"332. The commissions are included: the manager of department (office) of radiodiagnosis or therapy, representatives of the organizations which were carrying out installation and control of operational parameters of the device.";

state Item 335 in the following edition:

"335. Offices of radiodiagnosis and department (further - office) are placed in buildings of hospitals, the out-patient and polyclinic organizations (the medical centers), it is not allowed to carry out office to checkpoints.

Placement of offices in socle rooms of buildings of hospitals, the out-patient and polyclinic organizations (the medical centers) is allowed in case of observance of requirements of these Health regulations.";

"338. Use of portable (ward) x-ray devices is allowed in operational blocks and in chambers for holding procedures by the nontransportable patient. Use of portable (ward) x-ray devices for mass inspection of patients, irrespective of conditions of its operation, is not allowed.";

state Item 349 in the following edition:

"349. On wall of offices and in rooms of control of x-ray devices at height 1, the m from floor or over door is placed the indicating panel (signal) "Not enter!", the patient included by personnel in case of stay in procedural. Drawing on light signal of sign of radiation hazard is allowed.";

state Item 362 in the following edition:

"362. Offices of radiodiagnosis and therapy, on degree of potential danger of radiation objects belong to the IV category.

In office there are schemes of x-ray devices, descriptions and instructions for their operation, protocols of radiation control, control of operational parameters of the x-ray device, acts of sanitary and epidemiologic inspection of office, protocols of check of electric devices, technical data sheet of office, the sanitary and epidemiologic conclusion, also in a visible place it is necessary to place instruction sheets for patients of dose loadings in case of medical procedures.";

to state headings of Chapters 23 and 24 in the following edition:

"Chapter 23. Requirements to working conditions in radiodiagnosis office";

"Chapter 24. Requirements to ensuring radiation safety of personnel";

add with Items 379-1 and 379-2 of the following content:

"379-1. Individual radiation control of personnel of group "A" is performed constantly, removal of indications of dosimeters is carried out once a quarter. Individual annual doses of radiation of personnel are fixed in the accounting card of individual doses. The copy of card is stored in the organization within 50 years after dismissal of the worker and in case of transfer to other organization is transferred it to new place of employment.

379-2. Individual radiation control of persons who are periodically participating in carrying out special radiological researches (surgeons, anesthesiologists) is carried out the same as for personnel of group "A".";

"Chapter 25. Requirements to ensuring radiation safety of patients and population";

state Item 382 in the following edition:

"382. It is recorded values of operational load and the anode tension used for each radiological research. Considering values of operational load and anode tension doses of radiation of patients are estimated. Doses of radiation of the patient are registered in leaf of accounting of dose loads of the patient in case of radiological researches, the being annex to its out-patient card, the clinical record, and in register of daily radiological researches according to appendix 19 to these Health regulations, and also in the presence of medical information systems of dose of radiation is created in electronic format. In case of the statement of the patient from hospital or after the radiological research value of dose loading is brought in the statement.";

to state heading of Chapter 26 in the following edition:

"Chapter 26. Requirements to the organization of production supervision";

state Item 398 in the following edition:

"398. Production supervision includes radiation control and control of operational parameters according to appendices 21 and 22 to these Health regulations.

Control of operational parameters is subdivided on:

1) acceptance, after carrying out balancing and commissioning prior to operation of devices of radiodiagnosis and therapy;

2) periodic, according to the rules developed for each type of the device of radiodiagnosis and therapy;

3) unplanned, when replacing the main nodes of the x-ray device and when carrying out repair and adjustment works.

The amount of radiation control is determined by nature of change of service conditions of office.

In case of radiation control are carried out:

1) measurements of capacity of dose of radiation on personnel workplaces, in the placements and on the territories adjacent with procedural office at least once in two years;

2) control of protective efficiency of portable and individual means of radiation protection - at least once in two years;

3) control of technical condition (maintenance) of the x-ray medical equipment is carried out at least once a year.

state Item 399 in the following edition:

"399. Control of operational parameters of all types of the x-ray equipment is carried out every two years, for X-ray of devices with useful life more than ten years - once a year. Control of operational parameters of dental devices once in three years. For systems of development of films control of parameters to be carried out, depending on operational load, from once a day to once a week (3 times a week are recommended). For systems of automatic control of exposure control of parameters is carried out every two years.
