In pursuance of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 I order to N267 "About Review and Development of Regulating Documents on Labor Protection":

1. Approve "Safety rules of works for workers of production of the elementary granulated and emulsion explosives" according to appendix.

2. Enact these "Rules"... after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

3. I reserve control of the course of accomplishment of this order.

Safety rules of works for workers of production of the elementary granulated and emulsion explosives

These rules according to the law of the Republic of Uzbekistan "About labor protection" and the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 12, 2000 of N267 "About Review and Development of Regulating Documents on Labor Protection" establish procedure for safety of works for workers of production of the elementary granulated and emulsion explosives.

Chapter I. General part

§ 1. List of reducings, terms and determinations

1. In these rules the following main reducings, terms and determinations are used:

the EVV plant - the plant on production of emulsion explosives;

EVV - the emulsion explosive containing water solutions of oxidizers, fatty acids, combustible unexplosive materials and sensitizers (bulk nonflammable additives);

VM - explosive materials (material);

VV - explosives (substance);

The SI - means of initiation;

SLEEP - stationary Item of production of the granulated explosives;

SPP - stationary Item of preparation (conversion) of VV of factory production at the companies conducting explosive works;

SZM - the mixing and charging machine;

TZM - the transport and charging machine;

conversion of VV - preparation of VV on SPP for the mechanized loading of wells (rastarivaniye, mixing of components, loading of SZM, TZM and so forth);

cold mixing - mixing of components without heating;

RTP - regulations of engineering procedure;

Road accident - directive engineering procedure;

EPB BP - single safety rules during the explosive works;

PTO - weight handling equipment;

Maximum allowable concentration - maximum-permissible concentration;

TB - safe engineering;

PUE - regulations for electrical installation;

The Party of Pensioners of Russia - scheduled preventive maintenance;

Instrumentation and automated control systems - instrumentations and the equipment;

object - the complex of buildings (constructions) or the separate building (construction) which are part of the plant SLEEP or SPP;

the specialized organization - the organization having the right (license) for accomplishment of certain work types;

the works manager - the engineering employee performing management of separate work types, the chief and the deputy chief of the site (the plant, SLEEP), the mechanic and the power engineering specialist of the site, the master, etc.;

the contractor - person who is directly performing work;

technical supervision - the control system behind observance of regulations and industrial safety rules on object, the company;

the works right - the right of contractors to carry out separate work types, supported by the document on receipt of the corresponding profession and acquisition of certain practical skills.

§ 2. General provisions

2. These rules extend to everything again projectible, under construction and existing in the Republic of Uzbekistan plants on production of the granulated, water containing and emulsion VV, on the factory and auxiliary buildings and constructions which are part of the plant SLEEP also SPP, stationary Items of production and Items of preparation of VV for the mechanized loading when conducting explosive works.

3. Action of these rules does not extend to production of VV by mixing and charging machines or similar devices, and also to preparation of VV of factory production for the mechanized loading not on stationary Items.

4. The industrial explosives which are subject to production at the company, object (the plant, SLEEP, SPP), shall be allowed by the State inspection Sanoatgeokontekhnazorat to application in accordance with the established procedure.

5. Requirements of these rules shall be reflected in documents (RTP, instructions, provisions) regulating productive activity of facilities for production and preparation of VV, certain officials, heads and contractors.

6. Control of observance of these rules by the companies is imposed on bodies of the State inspectorate Sanoatgeokontekhnazorat, and in the companies - on their head.

§ 3. General requirements to production

7. Each company for production (conversion) of explosives (the plant, SLEEP, SPP) shall have:

a) the license (special permission) for production of the elementary granulated and emulsion explosives according to the procedure, established by the Cabinet of Ministers of the Republic of Uzbekistan;

b) regulations of engineering procedure (REP);

c) passports of the equipment, monitors and control by production processes;

d) standards and specifications on raw materials, materials and finished goods;

e) drawings of not standardized equipment, the equipment and devices;

e) production magazines;

g) the technical means provided by the project and providing safe operation on production (conversion) of VV;

h) the personnel which are providing management and safe operation with VV and having special the admission to work on this production. The list, procedure for maintaining and storage of the listed documents, and also maintaining additional magazines is established by management of the company under which authority object is.

8. On facilities for production and conversion of VV it is allowed to use only the equipment, instrumentations, devices, the equipment and packaging for VV on which there are standards (specifications) and permissions of the State inspection Sanoatgeokontekhnazorat.

9. Around industrial sites of the companies for production of VV the sanitary zone which sizes are determined by the project according to the operating sanitary standards shall be established.

10. Use of lands in the sanitary protection zone for other purposes which are not connected with production economic activity of the company is not allowed.

Chapter II. Labor protection and production sanitation

§ 1. Organization of security service of work

11. The organization of security service of work at the company shall be performed according to article 14 of the Law of the Republic of Uzbekistan "About labor protection" and "Standard regulations on the organization of works on labor protection" (рег. N 273 of 14.08.1996).

12. Security services of work work by the provisions of the organization of works on labor protection accepted at the company and approved with trade-union committee and according to the status are equated to the main services of the company and submit to his head.

13. Management of labor protection is control of condition of workplaces, compliance to their requirements of labor protection, compliance with law about work and accomplishment of orders, orders, instructions, actions of complex, current and operational plans for labor protection.

14. Main types of control are:

a) operating control of the works manager and other officials;

b) administrative and public (three-stage) control;

c) the control exercised by security service of work;

d) the control exercised by services of chief specialists;

e) public control;

All types of control shall include not only identifications of departures from standards of rules and regulations on labor protection, but also the analysis of the reasons generating violations, and also development of actions for their elimination.
