About modification and amendments in the order of the Minister of Finance of the Republic of Kazakhstan of May 12, 2015 No. 300 "About approval of Rules of transportation, acceptance, accounting, assessment, storage and realization of precious metals, gemstones and products from them turned (arrived) into property of the state on the separate bases"

I ORDER:

1. Bring in the order of the Minister of Finance of the Republic of Kazakhstan of May 12, 2015 No. 300 "About approval of Rules of transportation, acceptance, accounting, assessment, storage and realization of precious metals, gemstones and products from them turned (arrived) into property of the state on the separate bases" (it is registered in the Register of state registration of regulatory legal acts at No. 11427, it is published on July 9, 2015 in information system of law of Ad_let) the following changes and amendments:

in Rules of transportation, acceptance, accounting, assessment, storage and realization of precious metals, gemstones and products from them turned (arrived) into property of the state on the separate bases, approved by the specified order:

"Chapter 2. Procedure for transportation, acceptance and storage of values";

"3. Legal executives or bodies (persons) who withdrew (transferring) values in writing inform authorized body or local executive body on date, the place and time of transfer of values in time, at least in five working days prior to their making, with application of copies of the documents specified in Item 8 of Rules No. 833.

Transfer of values from legal executives or bodies (persons) who withdrew (transferring) to value, to authorized body or local executive body is performed in established date, time and the place, under the act of the inventory, assessment and (or) reception-transmission of property (further - the delivery-acceptance certificate) with indication of the name of property with the detailed characteristic of each subject, unit of measure, quantity, provisional estimate in case of acceptance of property for unit, the amounts.

The delivery-acceptance certificate is drawn up by authorized body or local executive body in form according to appendix 1 to Rules No. 833, in quantity on number of the parties specified in it.

The values turned (arrived) into utility property on the bases ownerless, heritable, treasure, not containing things relating to cultural values, finds are transferred by local executive bodies to territorial subdivisions of Committee for their further transfer to territorial branch of National Bank of the Republic of Kazakhstan (further - territorial branch of National Bank) or the Center in time, no more than ten calendar days from the date of acceptance to accounting.

These values are considered on accounts of the authorized body performing delivery of values in the Center.";

"3-1. The organization of work on storage of the values turned (arrived) into utility property before transfer to territorial subdivisions of Committee is made by local executive bodies.

The organization of work on storage of values before transfer (direction) to the Center or territorial branch of National Bank is made by territorial subdivisions of Committee.

The choice of the service provider on storage of values is performed by territorial subdivisions of Committee (local executive bodies) according to the legislation of the Republic of Kazakhstan on public procurements among the legal entities performing activities based on the license for carrying out banking and other activities issued by authorized body on regulation, control and supervision of the financial market and the financial organizations.";

"6. In case of the direction of sending (sack) with values the authorized body draws up the statement of the inventory of values (further - the Inventory) with indication of quantity, weight, test, type (name) of precious metal or stone and distinctive signs of each subject with the detailed description of each of them constituted in form according to appendix 1 to these rules which is signed by the head of territorial subdivision of Committee.
