Bring in the Instruction of the Bank of Russia of December 20, 2016 No. 4242-U "About procedure for decision making about recognition hopeless to debt collection on payments in budgets of budget system of the Russian Federation", registered by the Ministry of Justice of the Russian Federation on February 20, 2017 No. 45708, on May 30, 2019 No. 54786, on November 25, 2019 No. 56623, the following changes.
