About introduction of amendments to some acts of the Government of the Russian Federation regarding provision of data on disability and recognition voided some acts of the Government of the Russian Federation

1. Approve the enclosed changes which are made to acts of the Government of the Russian Federation regarding provision of data on disability.

2. Recognize to invalid:

the paragraph the ninth the subitem "v" of Item 1 of the order of the Government of the Russian Federation of December 21, 2004 No. 819 "About modification of the order of the Government of the Russian Federation of August 21, 2001 No. 607" (The Russian Federation Code, 2004, No. 52, the Art. 5490);

paragraphs the third and fourth the subitem "z" of Item of 5 changes which are made to acts of the Government of the Russian Federation in connection with enhancement of differentiation of powers in the field of social support of the citizens who were affected by radiation, approved by the order of the Government of the Russian Federation of March 4, 2015 No. 190 "About modification and recognition voided some acts of the Government of the Russian Federation in connection with enhancement of differentiation of powers in the field of social support of the citizens who were affected by radiation" (The Russian Federation Code, 2015, No. 11, the Art. 1597).

3. This resolution becomes effective since July 1, 2020.

Changes which are made to acts of the Government of the Russian Federation regarding provision of data on disability

1. In the order of the Government of the Russian Federation of December 27, 2000 No. 1013 "About the Payment procedure of the public lump-sum allowances and monthly monetary compensations to citizens in case of origin at them vaccine-challenged complications" (The Russian Federation Code, 2001, No. 1, Art. 138; 2002, No. 36, Art. 3493; 2005, No. 7, Art. 560; 2015, No. 33, Art. 4824):

a) in word preamble" (The Russian Federation Code, 1998, No. 38, the Art. 4736)" to exclude;

b) in Item 2 of the word to "Federal agency on health care and social development" shall be replaced with words to "Federal Service for the Oversight of Consumer Protection and Welfare";

c) in item 4 of the word to "Ministry of health and social development" shall be replaced with words to "Ministry of Labour and Social Protection";

d) according to the procedure of payment of the public lump-sum allowances and monthly monetary compensations to citizens in case of the origin at them vaccine-challenged complications approved by the specified resolution:

in the subitem "b" of Item 7 of the word"; the certificate of disability" to exclude;

add with Item 7 (1) the following content:

"7(1). The social security authority of the population within 5 working days from the date of giving according to Item 7 of this Procedure for the statement requests according to the procedure of interdepartmental electronic interaction in the Pension Fund of the Russian Federation of the data, the disability establishments confirming the fact.

The interdepartmental inquiry is sent by social security authority of the population in electronic form with use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it.

The citizen recognized as the disabled person owing to the vaccine-challenged complication having the right to provide on own initiative as the data confirming the disability establishment fact, the reference confirming the disability establishment fact (the statement from the act of survey of the citizen recognized as the disabled person) issued by federal state institution of medico-social examination.";

in Item 17 of the word "Ministry of health and social development" shall be replaced with words "Ministry of Labour and Social Protection".

2. According to the procedure of payment of monthly monetary compensation in indemnification, caused to health of citizens in connection with radiative effects owing to the Chernobyl catastrophic crash or with performance of works on mitigation of consequences of catastrophic crash on the Chernobyl NPP, No. 607 approved by the order of the Government of the Russian Federation of the August 21, 2001 "About the Payment procedure of monthly monetary compensation in indemnification caused to health of citizens in connection with radiative effects owing to the Chernobyl catastrophic crash or with performance of works on mitigation of consequences of catastrophic crash on the Chernobyl NPP" (The Russian Federation Code, 2001, No. 36, Art. 3566; 2004, No. 52, Art. 5490; 2005, No. 26, Art. 2651; 2017, No. 21, Art. 3026; No. 51, Art. 7808):

a) the fourth Item 5 to declare the paragraph invalid;

b) in paragraph six of Item 6 of the word "certificates of disability establishment," to exclude;

c) add with Item 6 (1) the following content:

"6(1). State bodies from among the bodies specified in item 4 of this Procedure within 5 working days from the date of giving according to Items 5 and 6 of this Procedure for the statement for payment of monetary compensation request according to the procedure of interdepartmental electronic interaction in the Pension Fund of the Russian Federation of the data, the disability establishments confirming the fact.

The interdepartmental inquiry is sent by the specified bodies in electronic form with use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it, and in the absence of access to this system - on paper with observance of requirements of the legislation of the Russian Federation in the field of personal data.

The specified information is provided by the Pension Fund of the Russian Federation within 3 working days from the date of receipt of request.

The disabled person and disabled dependents have the right to provide on own initiative to state bodies from among the bodies specified in item 4 of this Procedure as the data confirming the disability establishment fact, the reference confirming the disability establishment fact (the statement from the act of survey of the citizen recognized as the disabled person) issued by federal state institution of medico-social examination.".
