Article 1. ZR-166-N "About traffic safety" to add article 13 of the Law of July 8, 2005 with parts 20.1-20.9 of the following content:
"20.1. If the physical person who is the owner (leasing recipient) of the vehicle has no right of vehicle control of this category or is deprived of the right of vehicle control, or this right is suspended, then in case of statement of the vehicle on accounting he shall provide data (name, surname, registration plate of public services or data of the identity document, number of the car driver license) only of one person having the right of vehicle control of this category which will operate this vehicle.
20.2. In the case provided by part of 20.1 these Articles when making action for registration of the vehicle presence of the operating his face and its written consent to provision of its personal data are obligatory. To the operating person in writing it is explained that he can bear the administrative responsibility for the road traffic offenses allowed on this vehicle and revealed by devices video or photographings. The giving form by the operating person of consent to provision of its personal data and giving to it written explanations is established by the order of the chief of police.
20.3. If these persons, operating the vehicle, are not reported, the vehicle is not registered.
20.4. In case of change of person operating the vehicle, the owner (leasing recipient) has the right according to the procedure, established by this Article, to provide data of other operating person.
20.5. The physical person (the individual entrepreneur, in case of the legal entity – the head of the legal entity) who is the owner (leasing recipient) of the registered vehicle, not having the right of vehicle control of this category or with the suspended right of vehicle control or the means deprived of the right of management transport, has the right according to the procedure, established by this Article, to provide these persons, operating the vehicle.
