About the Concept of digital economy in the Republic of Tajikistan

According to article 8 of the Law of the Republic of Tajikistan "About the state forecasts, concepts, strategy and programs of social and economic development of the Republic of Tajikistan" the Government of the Republic of Tajikistan decides:

1. Approve the Concept of digital economy in the Republic of Tajikistan it (is applied).

2. To the ministries and departments, executive bodies of the government of the Gorno-Badakhshan Autonomous Region, areas, cities and areas to take necessary measures for implementation of the specified Concept.

3. To enable the realization of the Concept of digital economy in the Republic of Tajikistan within annually provided means of the ministries, departments, organizations and the companies, and also the extrabudgetary funds, grants and other sources which are not prohibited by the legislation of the Republic of Tajikistan.

The concept of digital economy in the Republic of Tajikistan (further - the Concept) is developed on the basis of the President's letter of the Republic of Tajikistan, the Leader of the nation dear Emomalii Rahmon "About the directions of domestic and foreign policy of the Republic of Tajikistan" of December 26, 2018 and according to the resolution of the Republic of Tajikistan of January 31, 2019 No. 39 "About results of social and economic development of the Republic of Tajikistan in 2018 and tasks for 2019".

Paradigm shift of digital transformation is observed: if before the leading countries of the world considered digital transformations within separate industries, then today national economies of the leading countries of the world entirely pass to digital rails. This new paradigm will form the basis of process of digitalization of the Republic of Tajikistan.

13. Secondly, the Concept provides strengthening of digital bases as creation of modern digital infrastructure and ensuring universal broadband access, development of modern communication systems, creation date of the centers and digital platforms.

And thirdly, the Concept provides transformation of key areas of economic activity of the republic which digitalization can have cascade impact on all national economy as transformation of the sector of the state services and transition to the digital government, digitalization of the social sphere, and also key industries of production, such as power, mining industry, agricultural industry and creation of new sectors, for example, financial technologies (FinTech). It is also important to note role of National Bank of Tajikistan in implementation of financial digital technologies and in the market bank and payment services. Monetary and monetarist policies and supervision of bank system shall be exercised with use of front lines financial digital technologies. 3. Stages of digital transformation in the Republic of Tajikistan
