About homeland security of the Republic of Kazakhstan
Ensuring national security is the main condition of development of the Republic of Kazakhstan as independent sovereign state. This Law governs legal relations of state bodies, organizations irrespective of patterns of ownership, and citizens in the field of ensuring national security, determines the purposes, system and the directions of ensuring national security of the Republic of Kazakhstan.
In this Law the following basic concepts are used:
1) food security - state of the economy in case of which the state is capable to provide physical and economic availability to the population of high-quality food products, sufficient for satisfaction of physiological regulations of consumption and demographic increase;
2) information security - condition of security of the state information resources, and also the rights of the personality and interests of society in the information sphere;
3) military safety - condition of security of the Republic of Kazakhstan from real and potential hazards and infringement of military nature of independence and territorial integrity of the country;
4) homeland security of the Republic of Kazakhstan (daleenatsionalny safety) - condition of security of national interests of the country from real and potential hazards;
5) national interests of the Republic of Kazakhstan (daleenatsionalny interests) - set of political, economic, social and other needs of the Republic of Kazakhstan on which realization the capability of the state depends to provide protection of constitutional rights of man and citizen, values of the Kazakhstan society, fundamental state institutes;
