"10(1). If the Government of the Russian Federation according to part 2 of article 13 of the Federal law "About Protection of the Competition" determines general exceptions concerning agreements between federal executive bodies, public authorities of subjects of the Russian Federation and business entities on implementation of activities in the field of transportations of passengers by air transport, access to services at the airports is provided taking into account conditions of such agreements.".
