1. Approve the enclosed Rules of measurement and weighing of oil extracted in the contract area made by the contractor.

2. This resolution becomes effective after ten calendar days after its first official publication.

Rules of measurement and weighing of oil extracted in the contract area made by the contractor

1. General provisions

1. These rules of measurement and weighing of oil extracted in the contract area made by the contractor (further - Rules), are developed according to the laws of the Republic of Kazakhstan "About oil" and "About ensuring unity of measurements".

2. In these rules the following basic concepts are used:

1) arbitral test - the control test used for the umpire analysis;

2) measuring system of amount of oil (further - SIKN) set of measuring instruments (converters of expense, density, moisture content, salinity, viscosity, temperature, pressure, basis weight gages), processing devices, storage, indication and registration of results of the measurements, the processing and service equipment (pipelines, filters, pumps, sampler, the locking and regulating armature and another) intended for development of signals of measuring information in the form convenient for automatic and manual handling;

3) the measuring line (further - SILT) - the part of design of SIKN consisting of the converter of expense or the basis weight gage with the straight sections of pipelines equipped with measuring instruments of pressure and temperature, latches and filters;

4) the measuring line working - the measuring line which is in work in case of the standard mode of operation of SIKN;

5) the measuring line control - the measuring line applied to control of metrological characteristics of working converters of expense;

6) the measuring line reserve - the switched-off measuring line which can be put into operation at any moment;

7) the range of expense and viscosity of oil the worker - area of values of expenses and viscosity, in which normirovana their metrological characteristics of the used expense converters;

8) control of metrological characteristics - determination during the period between checkings of variation of values of metrological characteristics of measuring instruments from the valid values or values determined in case of the last checking, establishment of suitability of measuring instruments to further operation;

9) intercontrol interval - period between two next control acts, the variation of metrological characteristics of measuring instruments which is carried out for identification from the values determined when checking;

10) accounting transactions - the operations performed by the handing-over and accepting parties, the mass of oil consisting in determination for the subsequent calculations and also under arbitration;

11) weight gross oils - the mass of oil which indicators of quality conform to requirements of the specifications and technical documentation;

12) oil net weight - difference between weight gross and the mass of ballast;

13) the mass of ballast of oil - the lump of water, salts and mechanical impurity in oil.

3. Accounting of the oil extracted and made by the contractor in the contract area is performed in tons. For ensuring reliability of measurement of mass of oil, and also control of quality of measurement contractors shall have the necessary equipments and gages allowed to operation by authorized body on technical regulation and metrology and entered in the register of state system for ensuring the uniformity of measurements of the Republic of Kazakhstan.

4. Mass gross of oil is determined by volume and mass dynamic method, applying SIKN, or mass dynamic method, using basis weight gages.

And also application of volume and mass static method is allowed.

5. The error of measurement of mass of oil shall be no more:

1) in case of volume and mass and mass dynamic methods:

+ % 0,25 - in case of measurement of weight gross oils;

+ % 0,35 - in case of measurement of net weight of oil;

2) in case of volume and mass static method:

+ % 0,5 - in case of measurement of net weight of oil.

2. Measuring instruments

6. The measuring instruments which are part of SIKN shall have certificates on approval of type or on metrological certification, on checking of measuring instruments according to the legislation on ensuring unity of measurements.

After each repair connected with change of capacity, the reservoir shall be переградуирован, and after equipment change by its internal equipment the calibration table shall be reviewed and approved in accordance with the established procedure.

7. Checking is performed by the public metrological service, and also the metrological services of legal entities accredited on this type of activity.
