The citizens of the Republic of Byelorussia and citizens of Ukraine who are fluent in Russian in case of submission personally of the statement for recognition by their native speakers of Russian and in the presence of the bases provided by part one of this Article can be acknowledged as the commission native speakers of Russian without interviewing specified in part one of this Article. The procedure for submission of such statements is determined by federal executive body in the field of internal affairs.";
