According to the subitem 16) of article 44 of the Constitution of the Republic of Kazakhstan, the Constitutional law of the Republic of Kazakhstan of December 26, 1995 "About the President of the Republic of Kazakhstan" for the purpose of differentiation of powers between levels of public administration in the conditions of the crisis situations creating or able to create threat of life and to health of the population, the constitutional system, protection of public order, stable functioning of the state apparatus, I DECIDE:

1. Determine for crisis situations the following mechanism of functioning of public administration in the Republic of Kazakhstan:

1) the President of the Republic of Kazakhstan as the management official determining the main directions of domestic and foreign policy of the state and representing Kazakhstan within the country and in the international relations, having the right to adopt acts or to give the instructions to state bodies including providing other procedure for regulation in the social and economic sphere on questions:

the organization and activities of state bodies and subjects of the quasi-public sector, except for the questions settled by the Constitution of the Republic of Kazakhstan;

taxation, forming, refining and use of the government budget;

import and commodity exportation necessary for uninterrupted life support of the population and economy;

organizations of management of state-owned property;

forming of system and payment terms of work, social security of citizens, state social and medical support, medical and social insurance;

limiting establishments of rates and prices of the food and other products necessary for uninterrupted life support of the population and economy;

control and supervision;

licensing, permissions and notifications;

implementation of public procurements;

providing law and order;

financial markets and financial organizations;

implementation of the international obligations of the country;
